The January Board of Supervisor’s meeting was called to order at 7:01 p.m.  Officials present:  Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert, Treasurer Jeri Ohman, and Clerk Karen Herman.  Others present:  Deputy Sheriff John Schuette (7:08 – 7:17 p.m.), Michael Garvey, Brian Gruendeman (7:09 – 7:40 p.m.), and David & Martha Vick.



Motion – Rettler/Neubert to dispense the reading of the minutes and to approve the December 13, 2010 Town Board Meeting minutes.  All said aye.  Motion carried.

The agenda was posted according to the open meeting law on January 6, 2011.


New Building Permits

#27 – Property Opportunities – Remodeling House on Ballard Road

#28 – Robert Voigt – Pole Shed with Electric


a.)  Sheriff Dept. – Deputy Sheriff John Schuette was available to discuss town issues.  The Satellite North

     County Sheriff office is located within the Village Clerk’s office building.


b.)  Town Hall – Renting Town Hall Land to Farm – Reed Uhlenbrauck– Land rental and liability issues

      discussed.  Tabled until the spring meeting.


c.) Roads

     Junk Cars on property – W5449 County Rd A (VerBoomen)– Tabled until the next town board

     meeting.


     Destroyed Fire Number in Road Right of Way – Tom Mullen– Neubert ordering fire number.


     Cutting Trees in Road Right of Way – Ott/Krueger/Ballard/Calnin– Brian Gruendemann was available

     to discuss town road right of way issues.  MOTION:  Rettler/Neubert to take care of trees in road right of

     way Ott/Krueger/Ballard/Calnin.  All said aye.  Motion carried.


     –no road identifiers on PP/Krueger.


     Snowplow Damaged Ott RoadPlow dug holes in middle of WOLF Road.  Brian Gruendeman will be

     taking care of.


     ATV-Snow Removal Laws on Town Roads– The laws were reviewed by the Town Board regarding the

     Wisconsin Legislature published laws that allow ATV’s to be used on roadways for the purposes of snow

     removal if they have a snow removal device attached. 


d.)  Setup hearing dates –Freedom Development – Outstanding issues:  Comprehensive Plan

      Amendment needed before County Board can give final approval (hearing date was 1/31/2007) &

      Clayman Creek Storage zoning changes on map; Town Official Map Approval— Knutzen indicated

      that Tracy Schiltz with the County Planning Department is preparing the Town official map.


e.)  Working Lands Requirements-Zoning Ordinance Changes – Recommendations from Planning

      Commission to Town BoardMOTION:  Rettler/Neubert to approve the exclusive agriculture parcels

      located under the recommended rezones to general agriculture for the following:

            David & Martha Vick–parcel no. 010-0286-00

            Rich Knutson—parcel no. 010-0205-01 and 010-0216-01

            David Kuhn—parcel no. 010-0205-00

            Jeff & Jeri Ohman—parcel no. 010-0578-02

            Bill West—parcel no. 010-0454-00 and 010-454-01

            Dale and Nancy Schmoll—parcel 010-0235-00

      And to send letters as recommended.  All said aye.  Motion carried.  Knutzen will rough draft the letter.


f.)  Land Division-Subdivision Ordinance – Tabled until the next town board meeting.

g.)  CSM (Certified Survey Maps)/Preliminary Consultation Requests—Tom Dudley CSM

      MOTION:  Knutzen/Neubert to approve Thomas Dudley’s CSM.  All said aye.  Motion carried.

      –Put on agenda for the January 19, 2011 Planning Commission meeting to review/motion Thomas

      Dudley’s CSM parcel number 010 004301 and also David Vick’s CSM for parcel number 010 028600.


h.)  Ordinance/Permit ViolationsPut on next month’s agenda:  Town ordinance needed for Fire

      Department to bill insurance companies for fire runs.


i.)Permits Issued/Approvals (Building & Miscellaneous)

      for Keith Schumacher’s driveway and John Riehl’s driveway.  All said aye.  Motion carried.


j.) Fire/Ambulance — Past due Fire/Rescue runs –Tammy Stueber/Michael Buffum/Vicki

     Waukechon/William Wagner/Anthony Springstroh/Scott Schultz/Dustin Roskom/Carol Butler/Jamie

     Rettler/Jeremy Norton/Jesse Howard — Update with Cynthia Silva $621.18 and Joseph Troiber $250

     MOTION:  Knutzen/Rettler to pay new ambulance run bills for $5,088.04 and to check for collection

     agencies for help to reclaim losses.  All said aye.  Motion carried.  No individual reports given to Clerk.

     MOTION:  Rettler/Neubert to approve the re-chassis of the ambulance and pay $10,754.64 now and

     $18,481.04 when complete.  All said aye.

    

l.)  Writ of Certiorari-Frank Sausen—Appealed by SausenSausen appealed.  No paperwork received as of

     yet with the appeal.


m.)  Copy of Document Fees for non-residents/Faxed documents/Emails–ReviewTabled until the next

       board meeting.


n.)  TownBuildingInspector Contract up 4/8/11Fees reviewed.  Take holding tank cost off of permit

      costs.  Clerk to contact Hermes to find out if he has any updates to the contract.


o.) Year End Resolution:  12-2010

      Resolution 12-2010:

      The sum of  $750.28  balance in the Checking account be transferred over to the RESERVE Road Maintenanceaccount.

       The sum of  $769,635.14 (December 2010 Tax Collections) plus the remaining sum of $36,385.24 balance in the General

       Money Market account be transferred over to the following RESERVE accounts:

p.)  New Year Resolution 01-2011

      NEW YEAR RESOLTUION 01-2011:

       The sum of  $750.28 be transferred from the Road Maintenance account and put into the Checking account to get in balance

       with the Treasurer’s checking account year end balances.

       The sum of   $769,635.14 (December 2010 Tax Collection) be transferred from the Road Maintenance account and put into

       the General Money Market account.

       The new balance in the Road Maintenance account will be $_9,276.39.

       The new balance in the Checking account will be $__750.28.

       The new balance in the Money Market account will be $769,635.14.

q.)  February 15, 2011 General Election – Approval New Election Worker Rachael Buell

      Primary election will be February 15, 2011. 

      MOTION:  Retter/Knutzen to approve Rachael Buell as a new election worker.  All said aye.  Motion

      carried.


On agenda—Fire numbers on County Rd P. 

                  –Home fire numbers on private driveways.


Correspondence taken care of.  


Treasurer's report receipts, disbursements, checking, and money market accounts for totals have been reviewed.  


Bills for January were reviewed and discussed.


Motion – Rettler/Neubert to accept the bills for January, the Treasurer’s Report and to transfer $685,000.00 to pay the January bills.  All said Aye.  Motion carried.


Total bills for January:  $684,366.34
