BOARD OF SUPERVISORS MEETING

 

Monday, April 11, 2011

7:00 p.m. Town Hall

 

The April Board of Supervisor’s meeting was called to order at 7:00 p.m.

 

Officials present:  Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert, Treasurer Jeri Ohman, Constable Randy Heiden, and Clerk Karen Herman.  Others present:  Deputy Sheriff Travis Linskens, and Dale Schmoll.

 

The agenda was posted according to the open meeting law on April 7, 2011.

 

Check number 11537 was voided and written into two separate check numbers 11538 and 11539 for the Treasurer’s Convention.  Motion – Rettler/Neubert to dispense the reading of the minutes and to approve the March 14, 2011 Town Board Meeting minutes.  All said aye.  Motion carried.

 

New Building Permits

#1 Bob & Kathy Voigt – Addition to house, no foundation or electric

 

a.)  Sheriff Dept. – Deputy Sheriff Travis Linskens was available to discuss town issues.

 

b.)  Town Hall

      New Coffee Pot– Coffee maker leaking.  New one will be purchased.

      New Town Hall PhotocopierMOTION:  Rettler/Neubert to go and check out a new copier.  All said aye.

      Motion carried. Clerk will contact NEP (Northeastern Photocopy Co.) to setup a demo time.

 

c.) Roads

     Junk Cars on property – W5449 County Rd A (VerBoomen)–Tabled until the next board

     meeting.

     Destroyed Fire Number in Road Right of Way – Tom Mullen– Tabled until the next board meeting.

     Multiple addressing numbers on private driveways– Tabled until the next board meeting.

     Road work bids –Crack Filling proposal received and reviewed.  Darkened markings on town map

     reflects the proposed chip sealing projects which would be done first.

     Set date to take down road weight limit signs – MotionMOTION:  Rettler/Neubert to take weight limit

     signs down the week of April 23rd or later.  All said aye.  Motion carried.

 

     Knutzen mentioned that on Forest Rd (between State/Wick) road material was put down and leveled off.

 

d.)  Setup hearing dates –Freedom Development – Outstanding issues:  Comprehensive Plan

      Amendment needed before County Board can give final approval (hearing date was 1/31/2007) &

      Clayman Creek Storage zoning changes on map; Town Official Map Approval— Reviewed the Town

      official map which the County prepared.

 

e.)  Working Lands RequirementsDale Schmoll wanted to know when he would be receiving his official

      zoning change letter from the Town Board for his property.  No letters will be sent out until the Town

      has a hearing to finalize the approval of the new zoning ordinance. 

 

      Knutzen indicated that the Town’s Attorney has found needed changes to the Town’s revised zoning

      ordinance.  The Town Board and Planning Commission will need to approve these changes before it can

      go to DATCP for final approval.

 

f.)  Land Division-Subdivision Ordinance – Tabled until the next town board meeting.

 

g.)  CSM (Certified Survey Maps)/Preliminary Consultation Requests—none received.

 

h.)  Set date to audit the books in May — MOTIONMOTION:  Knutzen/Neubert to do an audit on

      May 9, 2011 at 6:45 p.m.  All said aye. Motion carried.

l.)Set Dates for Open Book and Board of Review–Motion

     Meeting date May 9, 2011.  Do posting/newspaper notice of the May 9, 2011 meeting to adjourn until

     books are done.

     

m.)  Writ of Certiorari-Frank Sausen—Appealed by SausenThis issue will be going to the Court of

       Appeals.

 

n.)  Licensing—Black Creek Sportsman’s Club Inc., Romy’s Nitingale LLC, DaBumpas’s Sports Pub –

      Newspaper legal notice for Beer/Liquor LicensingPaperwork received from Black Creek Sportsman      

      Club.  Contacted Romy’s with sending in their paperwork.

 

o.)  Annual Meeting Agenda/Set up and foodAll set.

 

p.) Town Ordinance needed for Fire Dept. to bill insurance companiesReceived sample ordinance.

      Knutzen is having the Fire Dept. review.

 

q.)  Budget Resolution 03-2011– Not needed this month.

     

r.)  4/5/11 General ElectionAll went well.

 

s.)  Tire Collection/Scrap Metal DayNeubert will be contacting Reetz Recycling for dumpsters.

 

Correspondence taken care of.

 

Steve Neshek will be taking down the dead tree in the Town’s Cemetery.

 

Treasurer's report receipts, disbursements, checking, and money market accounts for totals have been reviewed.  

Bills for April were reviewed and discussed.

 

Motion – Knutzen/Neubert to accept the Treasurer’s Report, pay the bills and transfer $40,000.00.  All said Aye.  Motion carried.

 

Total bills for April:  $40,842.94
