BOARD OF SUPERVISORS MEETING

Monday, July 11, 2011

7:00 p.m. Town Hall

 

The July Board of Supervisor’s meeting was called to order at 7:01 p.m.

 

Officials present:  Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert,

Clerk Karen Herman, and Treasurer Jeri Ohman.  Darrel Becker and Sue Bohlen were present to discuss a land division issue with Darrel’s property.

 

The agenda was posted according to the open meeting law on July 7, 2011.

 

MOTION:  Rettler/Neubert to dispense the reading of the minutes and to approve the June 13, 2011 Town Board Meeting minutes.  All said aye.  Motion carried.

 

MOTION:  Neubert/Rettler to dispense the reading of the minutes and to approve the June 29, 2011

Board of Review minutes.  All said aye.  Motion carried.

 

Building Permits:  #7 Keith Schumacher – Shed with Electric

                             #8 Todd Boehnlein – Ranch Home

                             #9 Ralph Volkman – Addition to House

 

a.)  Sheriff Dept. – No one present.

 

b.)  Darrel Becker wanting approval with splitting 2.5 acres off of his 5 acre parcel #010-061803

      Discussion took place with Darrel Becker and Sue Bohlen regarding the division of his 5-acre parcel into

      two 2.5 acre parcels.  The land is zoned general agriculture.  Dan Knutzen does not want the 5 acres

      split.

 

c.)  Town Hall – Garrow Contract– Neubert checking with Greenville Coop. quotes.

      Hall Septic System Pumped – Rettler taking care of getting hall septic system pumped.  Deadline

      reviewed.

      

d.) Roads

     Junk Cars on property – W5449 County Rd A (VerBoomen) – Clerk to send 2nd notice letter regarding

     excessive miscellaneous vehicles to be removed on his property.

     Destroyed Fire Number in Road Right of Way – Tom Mullen– Tabled until next board meeting.

     Multiple addressing numbers on private driveways– Tabled until the next board meeting.

     WisDOT Pavement Ratings due 12/15/11 – Agreement was sent to the County last month.

     Robin Rd—Flow of Water Trapped – Water needs to dry up before action can be taken.

     New Signage needed—Arrows on Wood/Ballard Rd, Curve signage on State Rd – Ready to be installed.

     Date to complete was not mentioned.

 

Knutzen updated the board that smear patching will be done on Kropp Rd and Stingle Rd this year. 

The culvert on Forest Rd is caving on the ends (between State Rd/Wick Rd).

Estimates received from Scott Construction – Kluge Rd from 12 Corners Rd to County Rd PP for hot oil seal coat $15,600.

 

e.)  Setup hearing dates –Freedom Development – Outstanding issues:  Comprehensive Plan

      Amendment needed before County Board can give final approval (hearing date was 1/31/2007) &

      Clayman Creek Storage zoning changes on map; Town Official Map Approval— Tabled until the next

      town board meeting.

 

f.)  Working Lands Requirements– Tabled until the next town board meeting.

 

g.)  Land Division-Subdivision Ordinance – Tabled until the next town board meeting.

 

h.)  CSM (Certified Survey Maps)/Preliminary Consultation Requests– None Received.

     Last month a letter was sent to the town’s attorney indicating that the town needs an update with the

     above runs and zoning ordinance before this meeting today.  No letter of updates has been received.

 

l.)  Nationwide Retirement Updates – Roth 457(b) amendment; Product/Service authorization

     agreement– The board has decided to not change the retirement plan.

 

m.)  Writ of Certiorari-Frank Sausen—Appealed by SausenNo updates.

 

n.)  2% Fire Dues Payment to Rural Fire Committee ApprovalMOTION:  Rettler/Neubert to pay Rural Fire

      Committee $2,883.35 for 2% Fire Dues Reimbursement.  All said aye.  Motion carried.

 

Discussed:

Key Knox Boxat each Business within Town/Village.  Costs $260-$275.

Filling swimming poolsfor Town/Village for a fee.

New Emergency Radioscosting $23,000 for 4 mobile and 4 portable units.  The cost will be split with the Village and must be implemented by 1/1/2013.

In rememberance of September 11– on 9/11/11-Black Flag over Truck 8 a.m. at Village gas station and black cover over badges.

 

o.) Town Ordinance needed for Fire Dept. to bill insurance companiesNothing done.  Tabled until the

      next board meeting.

 

p.)  Tire/Scrap Metal Collection Fall – September 17, 2011– post notice at three posting places and put

      notice in paper for 2 weeks.

     

q.)  Appoint Planning Commission Member for new 3-year termMOTION:  Rettler/Neubert to

      approve Bill West for a new 3-year term.  All said aye.  Motion carried.

 

r.)  Appoint Board of Appeals Member for new 3-year termChecking with Fred Herman to see if he

      would like to continue as a Board of Appeals member.

 

s.)  Budget Resolution 08-2011

     BUDGETED ACCOUNT

     The sum of $261.00 from the account Road Maintenancebe transferred to the budgeted Office

    Equipment/Office Suppliesaccount to pay the bills.

     The sum of $85.00 from the account Road Maintenancebe transferred to the budgeted Office

    Expenses/Postageaccount to pay the bills.

    The sum of $314.19 from the account Road Maintenancebe transferred to the budgeted Fuel

    Surcharge/Land Fillaccount to pay the bills.

 

     ROLE CALL VOTE:  Neubert=YES; Rettler=YES; Knutzen=YES;   3=YES and 0=NO.

 

t.)  Cemetery Veterans Care Reimbursement from CountyMOTION:  Rettler/Neubert Veterans Grave

     Care rate is $26.24 per grave.  All said aye.  Motion carried.  Clerk will forward reimbursement form        

     to the County Clerk.

 

Clerk informed board that she was notified that the cemetery sign lettering stickers are getting bad.

 

u.)  Recall Primary Election July 12, 2011/Recall General Election August 9, 2011 – Clerk informed board

      of the upcoming election.

     

Correspondence taken care of.  

 

The treasurer's report, receipts, disbursements, checking, and money market accounts for totals have been reviewed.

 

–7/18/11 County Unit Meeting at the River Rail in Shiocton at 7:00 p.m.

 

–Clerk to get 5 plat books for elected officials from County.

 

–Treasurer updated board with money market and checking account rates available with Fox

  Community Credit Union.

 

Bills for July were reviewed and discussed.

 

Motion – Rettler/Neubert to approve the Treasurer’s Report, and to transfer $23,000.00 to pay the bills.  All said Aye.  Motion carried.

 

Total bills for July:  $22,665.77
