BOARD OF SUPERVISORS MEETING

 

Monday, October 8, 2012                                   7:00 p.m.                                             Town Hall

The October Board of Supervisor’s meeting was called to order at 7:08 p.m.                                                                     

Officials present:  Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert, Clerk Karen Herman, and Treasurer Jeri Ohman. 

The following people were present for the ditching issues on Ballard Rd (Burma Swamp) and left at 7:36 p.m.:  Al Burmeister, Aaron Burmeister—Burmeister Logging and Certified Master Logger, Dennis Dietzen, Roy Conradt, Larry Springstroh, Scott Springstroh, Tim Holtz, Kyle Holtz, Terry Anschutz, and Carl Anthony—Outagamie County Drainage Board. 

Deputy Sheriff Lastuski came at 7:37 p.m. and left shortly after discussing town issues. 

The agenda was posted according to the open meeting law on October 5, 2012.

MOTION:  Rettler/Neubert to dispense the reading of the minutes and approve the September 10, 2012 monthly Town Board meeting minutes.  All said aye.  Motion carried.

Building Permits: 

#10 – Mark Riehl – Shed without electric

       
a.)  Sheriff Department– Deputy Sheriff Lastuski was present to discuss town issues.
 

b.)  Town Hall – Providers of Internet Services for Town Use and Local Community

      MOTION:  Neubert/Rettler to go with Verizon and purchase a Jetpack for the internet service and an
      updated phone for Clerk.  All said aye.  Motion carried.

      New Hall Roof  — Dan Rettler is having Bob Klesmit check with the town’s insurance for coverage of
      roof/shingle damage.  Certificate of insurance is needed before work can begin.  
c.)  September 15, 2012 Scrap Metal & Tire Collection ResultsNeubert reported that a lot of tires were
      brought to the Town.  Schmidt Farms in the Town of Cicero will be using these tires.

d.) Roads –
      Robin Rd—Flow of Water Trapped – 10/17/12 Knutzen will be meeting with Jeremy Freund with the
      Outagamie Land Conservation Department to discuss the Robin Rd issue.

      TownBridgeInspection Report – County Spraying Bridges – Nothing done.  Knutzen checking into.
      New Inspection for Krueger Rd Bridge – 9/28/12 Knutzen left message for Andy Rowell to go ahead
      with inspection.
      Local Road Certification Packet due 10/12/2012 to WisDOT – Knutzen taking care of.
      Town installation of new road signsNeubert reported that the fire numbers have been installed for
      Steffens and Robin Rd.  Neubert will continue to work with installing the new signage.

      Request for Ditches to be Cleaned on Ballard Rd (Burma Swamp) – Larry Springstroh gave the board a
      map of the ditches to be cleaned on Ballard Rd.  Ballard Rd ditches have a large amount of extra water
      and intern, are losing a lot of trees which are falling over.  Carl Anthony with the County Drainage
      Board was present.  Aaron Burmeister–Burmeister Logging and Certified Master Logger suggested
      40-60 ft culverts.  Draining water from South on Ballard Rd.  Discussion took place. Greg Baneck,
      County Conservationist, will be doing the preliminary.  Knutzen needs site shots, measurements, and
      plans.  Knutzen looking into.   

     

e.)  Setup hearing dates –Freedom Development – Outstanding issues:  Comprehensive Plan
      Amendment needed before County Board can give final approval (hearing date was 1/31/2007) &
      Clayman Creek Storage zoning changes on map; Town Official Map Approval/Working Lands
      Requirements/Land Division-Subdivision Ord. // Response to rezone requests // Public Hearing to
      get the zoning map inline with the County Farmland Preservation Map Sept. 18, 2012 at 8:00 p.m.

      Knutzen will be getting an update from Outagamie County tomorrow.

f.)  CountyPreliminaryConsultation Checklist:  Ralph & Shirley Beyer 010-058100Tabled until the

g.) Ordinance/Permit Violations – Joan Wickesberg Trailor Home (State Rd)  Removal– Trailer is gone.

The sum of  $300 from the FCCU Money Market Account be transferred to the Park and Recreation
     Savings
account because the “New Home – Park and Recreation Fee” was paid for by a Resident, Tracy
     Steffens.  Role call vote:  Rettler – YES; Neubert – YES; Knutzen – Yes.   3 YES and 0 NO.  Approved.

     The sum of $6,885.24 from the reserve Election Mahine accountbe transferred to the Electionbudgeted
     account.  The reserve Election Machine account would be brought down to 0.  Role call vote:  Rettler –
     YES; Neubert – YES; Knutzen – Yes.   3 YES and 0 NO.  Approved.

m.) Approve Tax Bill Special Charges for Waste Pickup and Fuel Surcharges –  

       MOTION:  Neubert/Rettler approve that everyone gets charged $117.73 per stop, per year which
       includes the fuel surcharge costs.  All said aye.  Motion carried.
       Harters = $51,624.00

       Town of Black Creek Fuel Surcharge Refund = $4,650.94

n.)  Elections:  11/6/2012 General Presidential Election PreparationsClerk purchased booth light bulbs
       and is being reimbursed with the disbursements for this month.                      

       Training–Clerk will have the inspectors trained for the upcoming election.
       Handicap Voting Booth Preparations – A corrugated plastic voting screen was purchased to allow
       handicapped voters to vote by a table with a security screen.  The cost of the screen was aprox. $20
       plus shipping.
       Electronic Door Opener –Rettler checking into the cost of getting an electronic door opener.

o.)  No Longer Large Posting Space Available at M & I Bank – Alternate location is Village
      Library/Community Center Hall Walls
– The Village Library/Community Center hall walls are working
      out well.

WEBINARS clarification with wages–MOTION:  Rettler/Neubert webinars are the same pay as attending a regular meeting.  All said aye.  Motion carried.

The treasurer's report, receipts, disbursements, checking, and money market accounts for totals have been reviewed.

MOTION:  Rettler/Neubert to accept the Treasurer’s Report, approve and pay the bills and to transfer $109,000.00 to pay the bills.  All said aye.  Motion carried.
