Town Board Meeting Minutes

TOWN OF BLACK CREEK
BOARD OF SUPERVISORS MEETING   

Monday, March 10, 2014                                                      7:00 p.m.                                                                               Town Hall

The Board of Supervisor’s meeting was called to order at 7:09 p.m. Officials present:  Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert, Treasurer Jeri Ohman (left at 7:58 p.m.), and Clerk Karen Herman.  Resident Michael Garvey was present observing the meeting and Deputy Sheriff John Schuette (present from 7:21 p.m. – 7:45 p.m.) to discuss town issues.

The agenda was posted according to the open meeting law on March 6, 2014. 

MOTION:  Rettler/Neubert to dispense the reading and approve the February 17, 2014 town board meeting minutes as presented.  All said aye.  Motion carried. 


Building Permits:          
No new building permits were reported.

 

ORDER OF THE MEETING WAS TAKEN OUT OF SEQUENCE TO ALLOW THE TREASURER TO LEAVE EARLY.

                               

a.)  Sheriff Department– John Schuette was present to discuss town issues.

b.)  Attend Wisconsin Towns Association (WTA) Board of Review Training 3/22 – Liberty Hall
      The clerk will need Knutzen and Rettler’s “board of review member training affidavit” to notify the
      Department of Revenue of the town’s compliance to Statute for the 2014 Board of Review.

c.)  Town Hall – Knox box installationNothing done at this time.

d.)  RoadsWeight Limits on Town RoadsMOTION:  Rettler/Neubert to install the weight limit signs 
      when needed in the month of March by the discretion of the board.  All said aye.  Motion carried.
      The clerk will be contacted when to do the posting. 

      Review Winter Weather Broken Road Signs – Stingle and State Rd stop signs are broken.  Board will
      evaluate all road signs once snow is gone.

      Road Bids – Tabled until next board meeting.

e.)  Planning Commission — Zoning Ordinance and Town Official Map Approval // Land Division-
      Subdivision Ord.  // Response to rezone requests // Town requesting an extension until 12/31/14
      for the completion of the town’s zoning ordinance and map certification approval with DATCP

      Jeff Sanders with Community Planning and Consulting submitted additional revisions to the zoning
      ordinance to DATCP (Dept. of Trade and Consumer Protection).

** The clerk reported that the Town of Black Creek has only two payments left of $12,033.06 for 2014
    which will complete the town’s loan portion of the new pumper truck purchased jointly with the
    Village of Black Creek.

h.)   Board of Review (BOR) Appeal to Wis. Supreme Court – SausenMOTION:  Retter/Neubert to enter
       in the minutes that the case was resolved and in favor of the town.  All said aye.  Motion carried.

       Set Date for 2014 BOR and Open BookBorree Services will have dates available for the April town
       board meeting so the BOR can be completed within the 30 day period.

i.)   Certified Survey Map (CSM) approvals/Review Preliminary Reports

        None to report.

j.) Reserve Liquor License $10,000 payback fee application – 14K Bar
     Clerk sent Attorney Davidson (Trinko’s attorney) an email with the 2014 licensing papers and mailed
     Thomas Trinko (14K Bar) the same paper work.

     Jason Strebe with 14K Bar was referred to our town building inspector, Paul Hermes, with his building
     questions.

**2014 Licensing papers were sent to Black Creek Sportsman’s Club and Romy’s Nitingale.


k.)  Building Inspector Contract expires 4/2014
      Chairman and Clerk signed the previously approved building inspector contract.  One original will be
      sent back to Paul Hermes.

l.)  Tire Collection/Scrap Metal Days:  Spring-April 12, 2014 and Fall-September 13, 2014

     Neubert will notify Reetz Recycling to deliver the collection containers.

m.)  4/1/14 General Election/Election Workers/Split Shifts/Training/Public Test
       The 4/1/14 election will have 2 shift with 3 people working on each shift.  The election workers will be
       Patricia LaFave, Lois Schwister, Lois Lemke, Stephanie Bissing, Rachel Buell, and Brenda Garvey.  The
       public test for the Edge machine and election worker training will be Thursday, March 27, 2014 at 10:00 a.m.

n.)  Annual Meeting 4/16 – Agenda, Posting, Food/Drink and Approve Annual Report
      Agenda items were discussed.  Food will be supplied by the 4-H once again this year.  Rettler will be
      purchasing the drink.  The annual report will be approved at the April board meeting.

o.)  WMCA—Clerk Institute and Scholarship
       The clerk is applying for a scholarship with the Wisconsin Municipal Clerks Association (WMCA) to
       attend the UWGB Clerk’s Institute and one of the requirements for consideration is a letter confirming
       the municipality’s support from the Town Board.  The Town Board signed the letter confirming support.

      MOTION:  Rettler/Neubert to support Karen with the Clerk Institute in July 2014.  All said aye.
      Motion carried.

p.)  2013 Housing SurveyClerk verified that no homes were removed for 2013 and only one new home was built
      (Schmoll-Kropp Rd).

q.)  2% Fire Dues-Approval online by 3/31/14—Board Approve 2013 Fire Dept. Documents Rec. by
       ClerkTheBoard signed the report verifying that the town clerk received all paper work from the
       Black Creek Fire Dept. to properly sign off the 2% fire dues report online for 2013.  MOTION: 
       Neubert/Rettler to approve the list of documents received by the Clerk.  All said aye.  Motion carried.

r.)  Budget Resolution 02-2014Not needed.

 

Correspondence taken care of.

The treasurer's report, receipts, disbursements, checking, and money market accounts for totals have been reviewed.

MOTION:  Rettler/Neubert to accept the treasurer’s Report, approve and pay the bills and to transfer $23,700.00.  All said aye.  Motion carried.
