Updating the Comprehensive Plan

Monday, April 27, 2015    6:00 p.m.     Village of Black Creek Community Center (lower level)
The Planning Commission Meeting was called to order at 6:07 p.m.
 
Thirteen people attended the meeting and signed in, including the people listed below. 
Planning Commission members present:  Dan Knutzen (Chairman), Michael Garvey, and Lee Lemke. Clerk Karen Herman was present.  Planning Commission members absent were Norman Steffens, and William West.  There were no Town of Black Creek Town Board members present.

The agenda was posted according to the open meeting law April 23, 2015 at the
3-posting places and our town website.

MOTION:  Garvey/Lemke to approve the 2/16/2105 Planning Commission Meeting minutes as written.  All said aye.  Motion carried. 

MOTION:  Garvey/Lemke to approve the 2/16/2015 Planning Commission Public Zoning Hearing Minutes as written.  All said aye.  Motion carried. 

MOTION:  Garvey/Knutzen to approve the 2/16/2015 Recommendations to Town Board Regarding Zoning Hearing Minutes as written.  All said aye.  Motion carried. 

MOTION:  Garvey/Lemke to approve the 3/30/2015 Comprehensive Plan Meeting with the Village at the Town Hall Minutes.  All said aye.  Motion carried. 

Jeff Sanders with Community Planning and Consulting LLC lead the discussion.

a.  Brief discussion with the Previously Reviewed and Updated Comprehensive Plan
     Chapters 5 and 6

     Chapter 4—Placement of Structures on Rural Parcels (page 10).  The first items are separated out.  Conflict with
     town ordinance.

     Chapter 5—The railroad corridors name is correct.  Airport section—Jeff took this item out, but on paper, it still
     looks like it is included (FYI)
     Paser ratings– can get from County in an excel format.
     Jeff will be adding a Park & Ride section in chapter 5.

     Chapter 6–Are the visions relevant for the Town in Chapter 6?  Planning needs to thoroughly review the visions
     and the vision statements.  Planning needs to review the storm water drainage, to Duck Creek, section. 


b.  Presentation and discussion with Chapter 7:  Agricultural, Natural & Cultural Resources
     Element and Chapter 8:  Economic Development Element

     Chapter 7— This has been the worse chapter with formatting issues for Jeff. 
     It is mostly the Town’s chapter.

     Page 6 – Taking out the number of farms and will change the acreage over time.z

     Review the Plant section and Conservation Easement, keep or get rid of?

     Chapter 8– This is mostly the Villages chapter.  Concentrate on the core focal point in the community.

        
c.  Discussion whether to add an additional meeting date– No discussion occurred. 

d.  Next meeting date 5/28/15 at 6:00 p.m. at the Town of Black Creek Town Hall —    

MOTION:  Garvey/Lemke to adjourn the meeting at 8:12 p.m.  All said aye.  Motion carried.
