The Board of Supervisor’s meeting was called to order at 7:03 p.m.
Officials present: Chairman Dan Knutzen, 1stSupervisor Dan Rettler, 2ndSupervisor Tom Neubert, Treasurer Jeri Ohman (left after Treasurer’s agenda items were discussed), and Clerk Karen Herman.
The agenda was posted according to the open meeting law on June 3, 2015.
MOTION: Rettler/Neubert to accept the May 14, 2015 Town Board Meeting Minutes as presented. All said aye. Motion carried. Minutes were not read.

Building Permits:
Building Permit — None
a.) Sheriff Department– No one present.
b.) County Preliminary Reports or Certified Survey Map (CSM) approvals: CSM—Ronald & Tammy Volkman

C.) Treasurer’s Report on receipts, disbursements, checking, and money market accounts for totals from the
previous month–
d.) Budget Resolution 06-2015—
No resolution needed this month.
e.) Clerk Presents Bills and Transfers Money to Pay Bills–MOTION: Neubert/Rettler to accept the Treasurer’s
report, approve the bills, and transfer $33,000.00 to pay the bills. All said aye. Motion carried.
f.) Mike & Cindy Koller Division of Land to Build Home 010-029302– Knutzen did not contact the Kollers.
g.) 2015-2016 Class “B” Retail Beer and Operator Licensing Black Creek Sportsman’s Club, Inc. –
Agent: Kyle A. Abel; Operators: Thomas Brauer, Renee Miller, Thomas Bluma, and Jesse Beyer—
MOTION: Rettler/Neubert to approve the 2015-2016 Beer License for Black Creek Sportsman Club; Agent
Kyle A. Abel; and operators Thomas Brauer, Renee Miller, Thomas Bluma, and Jesse Beyer. All said aye.
Motion carried.
h.) Maple Crest Subdivision Discontinuance of Land between Lot 29 and Lot 30 Requested by Landowners
Dan & Elizabeth Hermes Public Hearing Date June 30, 2015 7:00 p.m.– Clerk updated the Town Board
that the certified letters were mailed today, June 8, 2015; the notice was posted at the 3-posting places;
and the newspaper has been notified of the Class 3 notice.
i.) Town Hall –Board Room Cabinets– Tabled until the next board meeting.
j.) Roads–Status of Culvert on Krueger Rd in Front of Norman Steffen’s Home—Field Tile is Lower than the
Culvert– Getting estimates to determine the cost for this project. Tabled until the next board meeting.
Cleaning Cross Rd Culvert South of Mike Bissing home on 12 Corners Rd–Ends of culvert needs cleaning
out. Tabled until the next board meeting.
Ballard/Culbertson Rd Culvert – install new culvert with Radtke Contractors Inc.–Estimate received last
month $3,823, whole project approximately $4,000. Knutzen will be contacting Darrin Stingle to look at
this situation. Tabled until the next board meeting.
Culvert Fallen in – Schimmelpfenning Rd Off of County Rd PP by first home–Tabled until the next board
meeting.
Ditch Repair on 12 Corners Rd from Accident – $750 for repairs– Neubert will be taking care of the road
right of ways repair. Knutzen will bring in the accident ticket.
Pot Holes on Town Roads– Brian Grundemann with E & G Restoration took care of patching the town pot
holes. Stingle Rd Bridge is an issue, hole keeps buckeling up.
Purchase New Style of Road Sign Posts vs Old Style and 4×4 stop sign posts–
–Neubert checking into purchasing (8) fiberglass post with reflectors to place around the curves on
Kropp Road. Stop sign posts 4×4’s (8).
–It was suggested to Neubert that the town purchase signage and poles to install within ¼ of the town at
a time. Neubert will be getting pricing.
Scott Construction, Inc. Projects – Wedging Kropp and Ott Rds., Seal Coat Forest Rd– Wedging done for
Kropp and Ott Roads.
–Brian Gruendemann with E & G Restoration will be cutting the town ditches.
–Ballard Rd stop ahead sign has been placed.
k.) Planning Commission – Creation of Base Farm Tract Map— The next joint Planning Commission meeting
to update the joint Comprehensive Plan with the Village will be June 22, 2015 at 6:00 p.m. at the Village
Community Center (main floor).
Official Zoning Map needed according to approved Ordinance #01-2015– Mapping received but needs
correct title and date.
l.) Permits Issued/Approvals/Violations (Building & Misc.) –Donald Welch – Field Entrance, Culvert Permit–
Name should be Ken Welch.
MOTION: Neubert/Rettler to accept Ken Welch’s culvert permit. All said aye. Motion carried.
Agenda Item: New Culvert permit for Bob Schwister.
m.) FIRE/AMBULANCE – PAST DUE FIRE/RESCUE RUNS – Jason Vanderwegen $446.00; Cody Plaster $714.25;
Chelsey Keller $797.50, Tyler Schulz $766.50– Clerk updated the board regarding Cody Plaster’s
collection process.
Town Ordinanceneeded for Fire Dept. to bill insurance companies for runs– The Chairman presented an
ordinance which has been approved by the Black Creek Fire Dept. and Village of Black Creek. The
ordinance needs clarification and will be updated to reflect the changes which were discussed.
n.) Ryan Rohan – Hwy 54 Recycling Compliance Results–Ryan Rohan has contacted Knutzen the day he
received the letter from our attorney.
o.) Set Dates for Open Book and Board of Review—Our Board of Review has been adjourned on 6/8/15 at
6:45 p.m. until an undetermined time.
p.) Steve Neshek—Grave Stones Maintenance within the Town’s Cemetery–Steve would like to repair and
place the broken headstones within the Town’s cemetery. The board decided to have Steve do what
he needs to do to repair and place the damaged headstones. The Clerk will contact Steve.
q.) Pond Permit/Ordinance with Town Regulations– Discussion took place with revoking this ordinance since
the county has stricter regulations. More discussion took place tonight. The permit can give guidance
to the board and let them know when heavy equipment will be on the road.
Paul Hermes will be contacted for permit fee suggestions.
r.) Review and Adjust the 2015 Town of Black Creek Fee Schedule– Discussion took place. County will be
contacted. Tabled until the next board meeting.
s.) 2015 Pavement Ratings are due to WisDOT by 12/15/2015—Knutzen will be contacting the County to
complete the Towns Pavement Ratings. The Clerk requested that we get an excel copy when it is
complete.
Local Government Property Insurance Fund upcoming changes were reviewed.
Correspondence taken care of.
Total bills for June: Fox Communities = $33,562.42
List of June bills are attached.
