Joint Meeting with the Village of Black Creek

Updating the Comprehensive Plan

Monday, June 22, 2015                    6:00 p.m.                Village Community Center (main floor)
The Planning Commission Meeting was called to order at 6:00 p.m.
 
Twelve people attended the meeting and signed in, including the following: 
Town Planning Commission members present:  Dan Knutzen (Chairman), Norman Steffens, William West, and Lee Lemke.  Absent Michael Garvey.  Clerk Karen Herman was present. 
Village Planning Commission members present:  Steve Rettler, Paul Rettler, Andrew Gleason, Bruce Stephani, and Ryan Minlschmidt.  Absent:  Andy Schmidt, and Sylvester Theobald.  Dave Sievert was present along with the Village Clerk/Treasurer Rochelle Oskey.

Jeff Sanders, Community Planning & Consulting LLC, lead the discussion and presentations.

The agenda was posted according to the open meeting law June 18th, 2015 at the
3-posting places and our town website.

 

Jeff Sanders reviewed his email message, sent on June 21, 2015, to the Town and Village Clerks.  The Town Planning Commission and Town Board received copies for tonight’s meeting.  This email provided a meeting timetable for July through November.

 

At the July meeting, each municipality will have a meeting alone.  We are to review chapters 4, 5, 6, 7, 8, and 10.  We can review 1-3. The maps are to be relatively accurate.

After the July meeting we are to forward all the requested revisions to Jeff.  He will revise the chapters for the joint August meeting.

 

August will be the last joint meeting.  We should have a draft of the future land use map.  This is an additional meeting from the original proposal.

 

Chapter 3 – Demographics – West brought up that the Village statistics is very broad regarding the trends over time and the market trade analysis.   Jeff informed us that the County data list is not available at the local level.

 

a.  Discussion with the previously reviewed Chapter 9:  Current Land Use and Chapter 10:  Future Land Use, and the Current and Future Land Use Mapping – If the Future Land Use Map has a conflict with the Current Land Use Map, it must be changed (page 14).  The comprehensive plan must be amended.  At the July meeting (page 15), we are to highlight to keep the information and ink out to delete.

 

b.  Presentation and discussion with Chapter 11:  Intergovernmental Cooperation including agreements with the Village of Black Creek and Chapter 12:  Implementation

List of Intergovernmental Agreements will need to be included with Chapter 11.  Jeff recommended that we take extra time when reviewing Chapter 12.  Page 3, keep or delete regarding the “we will”/”we may” statements.

c.  Discussion whether to add an additional meeting date– No discussion occurred.

 

d.  Review next meeting date  —  Each municipality will be having the July meetings separately.  The Town’s meeting dates will be July 16thand July 27that the Black Creek Town Hall at 6:00 p.m.

Intergovernmental agreements

 

Housing = Subdivision, Zoning

We reviewed and discussed the goals and milestone dates.

We should be able to eliminate 75% of the implementation plan.

 

MOTION:  Lemke/West to approve the May 28, 2015 Planning Commission Meeting minutes.  All said aye.  Motion carried.
