The Special Board of Supervisor’s meeting was called to order at 8:01 p.m., immediately following the Board of Review. Officials present:  Chairman Dan Knutzen, 1stSupervisor Dan Rettler, 2ndSupervisor Tom Neubert, and Clerk Karen Herman.  The agenda was posted according to the open meeting law on May 12, 2016. 

The Clerk updated the Board with the Memo of Understanding (MOU) Relier/Provider election agreement with Outagamie County.  2015 Act 261 (2015 Senate Bill 295) published on 3/17/16 requires clerks to input the required absentee voting information into the official registration list within a specified period of time.  This function is not included with our current MOU agreement with Outagamie County.   Thank you Outagamie County with entering this information for municipalities during the April 2016 election.  The August 2016 election (actually 6/23 when absentee ballot are first sent out), all Clerks are responsible to enter absentee tracking services and voter registrations, received prior to the elections, in the WisVote system 48 hours from when it occurs.    It was my understanding that the County Finance Committee was possibly willing to help the municipalities out with this through the 2016 election year, for the smaller municipalities.  The County Clerk submitted a cost estimate for the fall 2016 elections for absentee tracking entry in WisVote to the County Finance Committee for consideration.  Each municipalities cost was pro-rated based on 2012 absentee ballots cost.  We now have a new County Finance Committee Board since the past election and it is my understanding that their direction is that it is a municipal responsibility and not a county responsibility.  We were hoping that the County could help us out through this Presidential year and to tackle this function and training next year.  A Draft Resolution from the Finance Committee, Legislative/Audit and Human Resources Committee recommending adoption for the Act 261 Absentee Tracking Mandate Relief – 2016-17 Resolution which will be considered by the County Finance Committee and may be forwarded to the Department of Revenue to allow more time until infrastructure can be adequately enabled to complete these new election requirements.  A County Finance Meeting is scheduled for Wednesday, May 25, 2016 at 7:00 p.m.  State Legislature will be available at this meeting.  Each municipality will be given 5 minutes to talk about their current situation with the requirements of Act 261.
This will be an agenda item for the next monthly town board meeting.

    State Trust Loan Authorizing to make Application for State Trust Fund Loan for
    $285,536.00, with the State of Wisconsin Board of Commissioners of Public Lands, for the
    purpose of financing the purchase of a fire truck

was presented by Supervisor Dan Knutzen and read to the board. 
     MOTION:  Rettler/Neubert to approve Resolution #05-2016–The Board of Commissioners of Public
     Lands Application for State Trust Loan
, to borrow from the State Trust Fund $285,536.00 for the
     purpose of financing the purchase of a fire truck and for no other purpose, to be payable in 5-years at the
     interest rate of 2.50%.
     Roll Call Vote:  Knutzen – Aye, Rettler—Aye, Neubert—Aye. 
     3= Aye/0= Noes

A copy of the aforesaid resolution, certified by the clerk, as adopted at this meeting, will be attached to these minutes and mailed to the Board of Commissioners of Public Lands along with the Anticipated Schedule of Disbursements form.
