BOARD OF SUPERVISORS MEETING
Monday, March 14, 2011 7:00 p.m. Town Hall
The March Board of Supervisor’s meeting was called to order at 7:01 p.m.
Officials present: Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert, Treasurer Jeri Ohman, and Clerk Karen Herman. Others present: Deputy Sheriff John Schuette, Lois Schwister and (student observer) Ben Schwister.
The agenda was posted according to the open meeting law on March 10, 2011.
Motion – Rettler/Neubert to dispense the reading of the minutes and to approve the February 14, 2011 Town Board Meeting minutes. All said aye. Motion carried.
New Building Permits– None
a.) Sheriff Dept. – Deputy Sheriff John Schuette was available to discuss town issues.
b.) Town Hall – Town Hall Floor Buffer– Burnisher purchased.
2011 Grounds Maintenance Agreement with Skinkis – MOTION: Rettler/Neubert to accept the Skinkis
contract for lawn & landscaping. All said aye. Motion carried. $85 per occurrence.
c.) Roads –
Junk Cars on property – W5449 County Rd A (VerBoomen)– Knutzen talking to the county and town
attorney. Tabled until the next town board meeting.
Destroyed Fire Number in Road Right of Way – Tom Mullen– Didn’t receive replacement fire number.
Nuebert checking into.
Cutting Trees in Road Right of Way – Ott/Krueger/Ballard/Calnin– Brian Gruendemann has completed
for the season. Take off agenda.
Snowplow Damaged Ott Road – Brian Gruendemann has patched. Take off agenda.
Multiple addressing numbers on private driveways– Neubert will be ordering addressing numbers to
be placed by the houses for multiple homes on private driveways.
Chuck Riehl Driveway for Construction Business – Take off agenda.
Road work bids –Roads will be reviewed when weight limit signs are put up. Tabled until the next town
board meeting.
d.) Setup hearing dates –Freedom Development – Outstanding issues: Comprehensive Plan
Amendment needed before County Board can give final approval (hearing date was 1/31/2007) &
Clayman Creek Storage zoning changes on map; Town Official Map Approval— Tabled until the next
Town board meeting.
e.) Working Lands Requirements-Zoning Ordinance Changes – Recommendations from Planning
Commission to Town Board– Knutzen read his rough draft letter for the land owners whose parcel
will receive the zoning change. No rough draft letters presented for parcels which are questionable or
declined. Town attorney reviewing new zoning ordinance.
f.) Land Division-Subdivision Ordinance – Tabled until the next town board meeting.
g.) CSM (Certified Survey Maps)/Preliminary Consultation Requests—none received.
h.) Approve Annual Report – MOTION: Rettler/Neubert to approve the Annual Report. All said aye.
Motion carried.

At the January Town board meeting, the Town made payment to the Black Creek Rescue Service for
unpaid runs for the following:

Knutzen will be getting the bankruptcy runs information from the BC Rescue Service. Knutzen has
taken the unpaid runs to the Town’s attorney. No updates regarding Cynthia Silva and Joseph Troiber
were given since 2009 and also Vicki Waukechon’s run.
l.)Weight limits on town roads –set date–
Dan Rettler and Tom Neubert will be putting the Weight limit signs up on 3/16 – 3/18 from
3:00 p.m. – 6:30 p.m. and 3/19 from 8:00 a.m. – until completion.
m.) Writ of Certiorari-Frank Sausen—Appealed by Sausen – Tabled until the next town board meeting.
n.) Ordinance: Document Fees for Resident/Non-resident/Request form – Motion: Neubert/Rettler to
adopt the records access fee ordinance and request form. All said aye. Motion carried.
o.) TownBuildingInspector Contract up 4/8/11 – Received signed contract back from Building Inspector.
p.) Town Ordinance needed for Fire Dept. to bill insurance companies – Knutzen checking into.
q.) Budget Resolution 02-2011–
RESERVE ACCOUNTS—
The sum of $29,500.00 from the reserve Savings Ambulance account be transferred to the Money
Market account to pay the ambulance re-chassis bills for 2011. New total in the Savings Ambulance
reserve account is $0. New total in the money market account is $178,755.56.
Role call vote. Neubert—Yes/Rettler—Yes/Knutzen—Yes 3=Yes, 0=No
r.) February 15, 2011 Primary Election, 4/5/11 General Election – 5 election workers working with split
shifts for the 4/5/11 election. Public Test and Inspector training will be 3/31/10 10 a.m. 3/23 Three
inspectors attending a Wisline Class.
s.) Tire Collection/Scrap Metal Day – Spring date: 4/16/11 and Fall date: 9/17/11 for tire
collection/scrap metal day. Tabled until the next town board meeting.
t.) Annual Meeting Agenda/Set up and food – Discussion took place. The 4-H Fairview Club will supply
the lunch. Rettler will take care of the drink.
Correspondence taken care of.
MOTION: Rettler/Neubert to pay $15.00 membership to Newton Blackmour State Trail Friends Group. All said aye. Motion carried.
Treasurer's report receipts, disbursements, checking, and money market accounts for totals have been reviewed.
Bills for March were reviewed and discussed.
Motion – Neubert/Rettler to accept the Treasurer’s Report. All said aye. Motion carried.
Motion – Knutzen/Neubert to transfer $52,000.00, to accept and pay the March bills. All said Aye. Motion carried.
Total bills for March: $51,985.35
