BOARD OF SUPERVISORS MEETING
Monday, March 11, 2013 7:00 p.m. Town Hall
The March 2013 Board of Supervisor’s meeting was called to order at 7:00 p.m.
Officials present: Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert,
Clerk Karen Herman, and Treasurer Jeri Ohman. Deputy Sheriff Schuette was present to discuss town issues and left the meeting at 7:14 p.m. Duane Felton was present to discuss a ditching issue and left after the discussion.
The agenda was posted according to the open meeting law on March 7, 2013.
MOTION: Rettler/Neubert to dispense the reading of the minutes and accept the February 11, 2013 monthly TOWN BOARD MEETING minutes as presented. All said aye. Motion carried.
Building Permits: None
a.) Sheriff Department–
Outagamie County Dispatch will need to be notified after the April 2, 2013 election of our constable’s
name. Discussion took place with reducing the speed limit on Robin Rd.
b.) Town Hall –
MOTION: Neubert/Rettler to purchase new display cabinet at the back north door of the town hall. All
said aye. Motion carried.
Put on agenda for April – Skinkis Lawn & Landscaping LLC-Lawn Maintenance Contract
c.) Roads –
Resident requesting speed limit sign 15 mph on Robin Rd – Speed study would need to be done to get
the speed limit dropped down to 15 mph. Put on agenda – ordinance to lower speed limit on Robin Rd
Flooding was corrected on the following town roads – Ballard (North end by Highway)/Hample/Genske.
Request for Ditches to be Cleaned on Ballard Rd (Burma Swamp) – Road is staked. Waiting until
barricade is down on Ballard Rd to continue.
Stake Clearing Bid with Houle Enterprises – Ballard Road staking has been completed.
Weight Limits on Roads– 3/16/13 – 3/23/13 do posting that work will be done from 7 a.m. until
completion.
Rettler will be purchasing an auger to install wood posts for signs. Board will be looking
to purchase wood posts for signs.
d.) Setup hearing dates –Freedom Development – Outstanding issues: Comprehensive Plan
Amendment needed before County Board can give final approval (hearing date was 1/31/2007) &
Clayman Creek Storage zoning changes on map; Town Official Map Approval/Working Lands
Requirements/Land Division-Subdivision Ord. // Response to rezone requests–
DATCP has issues with the working lands map which was submitted. Dave Johnson from Outagamie
County is currently working on this situation.
e.) Certified Survey Map – Leo & Karen Volkman parcels 010-060500 and 010-060700 –
MOTION: Neubert/Rettler to approve the CSM for Leo & Karen Volkman as presented. All said aye.
Motion carried.
f.) Ordinance/Permit Violations—Kropp Rd ditch filled in by resident Duane Felton – Duane updated the
town board with the ditching project status of drainage on Kropp Road. The town board is supportive
of his project because of the residual benefit of draining Kropp Raod.

k.) February 19, 2013 Primary Election/April 2, 2013 General Election – February 19, 2013 election, we
had 61 voters total. April 2, 2013 we will be having 5 election inspectors working with split ships with
2 Edge machines.
l.) Free Tire Recycling/Scrap Metal Day Date: Spring 4/13/2013–
Post in paper 1 week before the collection date.
m.) RefinanceFire Hall BuildingLoan (joint with Village) – Clerk informed board that 5/1/13 final
payment is due to the bank. Knutzen checking with the banks status of completion.
n.) BOR Appeal to Wis. Supreme Court – Frank Sausen – Nothing new. Tabled until the next town board
meeting.
o.) Annual Meeting April 16, 2013; Posting/Food/Drink – Do one-week posting in newspaper for annual
meeting. Rettler will be checking with the 4-H regarding the food.
p.) Annual Report Approval – MOTION: Rettler/Neubert approved the annual report, to print it and send
out. All said aye. Motion carried.
q.) Polling Place Accessibility Compliance Audit Report – response of action due 3/27/13 –
Board agreed upon the following with the Government Accountability Board: Sign and cone method
will be used for the accessible parking spaces. To replace or mud jack concrete landing at the front
main entrance door to reduce the threshold to the height of less than ½”.
r.) 2012 Housing Survey – Clerk reviewed with board. 2012 had 3 new single family homes added and 1
trailer home removed.
s.) 2% Fire Due—approval due 4/1/13 online – Discussion took place.
t.) Discuss the Harter Disposal contract with detail of pickup items – Clerk to contact Andy Gayhart to
come to our April 8, 2013 town board meeting to discuss the normal weekly garbage collection process
versus large item collections.
u.) Black Creek Rescue Service 2012 Cash Flow/Stats Reports – Board reviewed.
Correspondence taken care of. — Board reviewed a memorandum from a town resident dated 2/19/13 regarding scrap recycling. It addressed the town’s responsibility to make sure that we are doing business with legally established and operating entities which are in compliance with storm water regulations and permits.
The treasurer's report, receipts, disbursements, checking, and money market accounts for totals have been reviewed.
MOTION: Rettler/Neubert to accept the Treasurer’s Report, approve and pay the bills and to transfer $53,500.00 to pay the bills. All said aye. Motion carried.
