Joint Meeting with the Village of Black Creek
Updating the Comprehensive Plan
Thursday, May 28, 2015 6:00 p.m. Town Hall of Black Creek
The Planning Commission Meeting was called to order at 6:05 p.m.
Thirteen people attended the meeting and signed in, including the people listed below.
Town Planning Commission members present: Dan Knutzen (Chairman), Michael Garvey, Norman Steffens, William West, and Lee Lemke. Clerk Karen Herman was present.
Village Planning Commission members present: Steve Rettler, Paul Rettler, Andy Gleason, Andy Schmidt, and Bruce Stephani. Absent: Ryan Minlschmidt, and Sylvester Theobald. Dave Sievert was present along with Village Clerk/Treasurer Rochelle Oskey.
The agenda was posted according to the open meeting law May 26th, 2015 at the
3-posting places and our town website.
MOTION: Garvey/West to approve the 4/27/2015 Planning Commission Meeting minutes as written. All said aye. Motion carried.
Jeff Sanders with Community Planning and Consulting LLC lead the discussion.
a. Discussion with the previously reviewed and updated Comprehensive Plan Chapter 7 and 8–
Chapter 7 was reviewed.
Once the first drafts are ready, Jeff Sanders suggested that possibly everyone taking 3 chapters or groups of two taking lead discussion relevant to their two chapters.
Chapter 8 – page 19—Jeff suggested possibly for the town to add signage on the main roads “Welcome to the Town of Black Creek”. Both communities are to pay attention to this section.
b. Presentation and discussion with Chapter 9: Current Land Use and Chapter 10: Future
Land Use–
Chapter 9– Planning is to write down land use corrections on large maps which were distributed tonight and return the mapping to Jeff.
–Page 6 Review current land use chart and Table 9.3 review.
–page 11 extraterritorial plat review and zoning, 1.5 miles of boundary for Village was discussed.
Chapter 10– Where do we want to be 20 years from now? Addressing the worse scenarios.
Page 2 – get rid of words like believe and feels?
Page 3 – Should we keep cognitive mapping?
Page 4 – Does the Special Considerations section reflect the town? Should we keep highway improvements?
Page 5 – Private sewer and water challenges.
Page 8 – Conservation and subdivision design.
Page 10 – Review the bill board policy.
Page 16 – Review the new trail corridor design.
Page 20 – Duplex, town homes, and multi-family residents, keep or remove?
c. Discussion whether to add an additional meeting date– No discussion occurred.
d. Review next meeting date — Monday, June 22, 2015 at 6:00 p.m. at the Village Community Center (main floor). Jeff suggested that we hold off scheduling the July meeting date at this time because separate Village and Town meetings may need to be setup.
MOTION: West/Paul Rettler to adjourn the meeting at 8:34 p.m. All said aye. Motion carried.
