Planning Commission Meeting Minutes
Comprehensive Plan Meeting Town Only & Other Agenda Items
Tuesday, October 20, 2015 6:00 p.m. Town Hall of Black Creek
The Town Planning Commission Meeting was called to order at 6:05 p.m.
Seven people attended the meeting and signed in. Town Planning Commission members present:
Dan Knutzen (Chairman), Norman Steffens, William West, Michael Garvey, and Lee Lemke. Clerk Karen Herman was present. Craig Locy, Surveyor with CRL Surveying LLC was present to discuss a certified survey map (csm).
MOTION: Garvey/West to accept the October 6, 2015 Planning Commission meeting minutes as presented. All said aye. Motion carried.
Agenda items take out of sequence.
d) Review Preliminary Consultation List and Certified Survey Map (CSM) for Peotter 010-0001-00– Parcels included with the CSM are 010-0001-00 and 010-0001-01, keeping lot 2 and selling lot 1. This property is zoned general agriculture. MOTION: Garvey/West to accept the CSM as presented and recommend to the Board for final review. All said aye. Motion carried.
Preliminary for Volkman property was reviewed. Planning Commission needs clarification of the preliminary CSM. This is Exclusive Agriculture property. Confusing amount for all acreages. Need ownerships of Lot 1 and 2 with more character on the map. Need to see the whole parcel. Clerk will contact Steve Swanson with Outagamie County and Chris Hausfeld with Precision and inform them of the Planning Commission responses.
a) Review the New Subdivision Ordinance and County Subdivision Ordinance–
The Clerk will be emailing Jeff the following information and the Chairman will be discussing the information with Jeff Sanders:
–Please remove all secondary conservation items from the Subdivision Ordinance and Comprehensive Plan.
Ex: view/farms/fence row/land. (example: Chapter 12, page 2, the Planning Commission doesn’t want to identify the secondary conservation areas) Use primary environmental items only. Update all application forms to fit. Please track the changes within the documents.
–The Planning Commission would like to review the finalized Chapter 9 of the Comprehensive Plan.
–Subdivision Ordinance — please state to only present the CSM Application to the Planning Commission once the CSM Application is complete.
b) Future Land Use Map– Clerk is to contact Ben Wildenberg with a few map changes which were discussed tonight. Agriculture should include General Agriculture and Exclusive Agriculture property. The green colors on the map blend together.
c) Review Chapter 12 of the Comprehensive Plan– Topic included with (a) above.
Dan Knutzen will be contacting Jeff Sanders. No meeting is planned until we get a response from Jeff Sanders. The Clerk is not to contact the Village of Black Creek until Knutzen contacts her.
MOTION: West/Garvey to adjourn at 7:32 p.m. All said aye. Motion carried.
