Planning Commission Meeting Minutes

Wednesday, January 25, 2012                           7:00 p.m.                                                 Town Hall

The Planning Commission Meeting was called to order at 7:00 p.m. 
Planning Commission members present:  Merlin Heiden, John Lemke, Norman Steffens, Bill West, and Dan Knutzen (Chairman).  Clerk Karen Herman, resident David Vick, and Jeff Sanders with Community Planning & Consulting, LLC, were also present.
 
The agenda was posted according to the open meeting law January 12, 2012 at the 3-posting places.

MOTION:  Lemke/Heiden to approve the January 19, 2011 planning commission meeting minutes.  All said aye.  Motion carried.

a.  Jeff Sanders (Comm. Planning and Consulting, LLC) will review the revised
     zoning ordinance changes regarding conversion fees–  
      The town’s attorney previously reviewed the zoning ordinance and Jeff Sanders reviewed her
      changes tonight.  The changes are supporting language additions along with formatting and appearance
      issues.  The original zoning ordinance was not in a digital format so it was copied and implemented
      into Microsoft Word which resulted to the appearance and formatting issues.

      No conversion fees – discussion took place.

b.  Approve the newly revised zoning ordinance to submit to DATCP (Dept. of Trade and
     Consumer Protection)/Recommendations to Town Board–
     The zoning ordinance and amended zoning map once received by DATCP will have an approximate
      review time of 30-40 days.  Dave Johnson (Outagamie Planning Dept.) has reviewed the updated town
      zoning ordinance according to Jeff Sanders.  Jeff explained the importance of a base farm track map.
      The map is not required by DATCP but it is good to have to track the program over time.

      Dan Knutzen will be contacting the County for two copies of the town’s zoning map which needs to
      include the town’s boundaries, parcel numbers, roads, and zoning classifications.  Bill West volunteered to
      assist Dan on Wednesday, February 1, 2012 in reviewing the maps and updating the zoning map relative to
      exclusive agriculture changes.

      Dennis Vande Walle would like his land zoned exclusive agriculture.  His request must be submitted in
      wiriting.

c.  Review Michael and Brenda Garvey’s request for rezoning submitted on 8/10/10–
     Reviewed the Garvey request.  Tax credits are available for all of their land except for the 1-acre residential
      property.  Knutzen will discuss with the Garvey’s.

      David Vick’s CSM was discussed.  Include as monthly town board meeting agenda item.

d.  Set Date/Time for Next Planning Commission Meeting– Next meeting will be Wednesday,
      February 8, 2012 at 7:00 p.m.

      Motion – West/Heiden to adjourn at 8:30 p.m.  All said aye.  Motion carried.
