TOWN OF BLACK CREEK
BOARD OF SUPERVISORS MEETING

 

Monday, July 9, 2012                                     7:00 p.m.                                                 Town Hall

The July Board of Supervisor’s meeting was called to order at 7:13 p.m. 

Officials present:  Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert,

Clerk Karen Herman, and Treasurer Jeri Ohman.  Other attendee was:  Representative Jim Steineke (left 7:33 p.m.). 

The agenda was posted according to the open meeting law on July 5, 2012.

MOTION:  Rettler/Neubert to dispense the reading of the minutes and approve the June 11, 2012 Monthly Town Board Meeting Minutes.  All said aye.  Motion carried.

MOTION:  Rettler/Neubert to dispense the reading of the minutes and approve the June 25, 2012 Board of Review Minutes.  All said aye.  Motion carried.

Building Permits: 

#8 — Andy Gorecki – New house permit.

 

Representative Jim Steineke stopped in to discuss town issues.  Knutzen was not aware that no tax breaks would occur for a land owner if their nutrient management plan was not done yearly under the new working lands agreement.  Steineke will be checking into this.

      
a.)  Sheriff Department– No one present.
 

b.)  Town HallAnt issue was discussed.    
      
c.)  Upkeep of Town Cemetery Sign on State RdKnutzen will be talking to Walt Hess regarding the

      procedures for upkeep of cemetery sign.

      Veterans Grave Care Report ApprovalTabled until the next board meeting.
 

d.) Roads –Robin Rd—Flow of Water Trapped – Knutzen spoke with Jeremy Freund (Land Conservation
      Dept, Outagamie County).  According to Knutzen, the orginal plan was to install a culvert 4 foot by 15
      inch pipe.  Cost $1,810 aprox.  MOTION:  Rettler/Neubert to install culvert across Robin Rd to drain
      West of Robin Rd to the East.  All said aye.  Motion carried. 

      Scott Construction – yearly road bid for chip sealing
      Ott Rd–$18,306 – County Rd PP to 12 Corners Rd – Hot oil seal coating.
      Jochmann Rd–$20,694
      12 Corners Rd–$20,709 – Krueger to Stingle Rd
      Stingle Rd $12,250 – Hwy 47 to State Rd
      Wick Rd $32,785 – 1.7 miles
      MOTION:  Rettler/Neubert to approve road work with Scott Construction, Inc. for Ott Rd, Jochmann Rd,
      and Twelve Corners Rd.  All said aye.  Motion carried.

      ReviewTown BridgeInspection Report – Board will try to purchase concrete sealer from the County
      for the State Rd bridge and Stingle Rd (Duck Creek) bridge.

  e.)  Setup hearing dates –Freedom Development – Outstanding issues:  Comprehensive Plan

      Amendment needed before County Board can give final approval (hearing date was 1/31/2007) &
      Clayman Creek Storage zoning changes on map; Town Official Map Approval/Working Lands
      Requirements/Land Division-Subdivision Ord. // Response to rezone requests // Public Hearing to
      get the zoning map inline with the farmland preservation map.
– Dave Johnson with the County
      Planning Dept., Town Planning Commission, and Town Board have a scheduled meeting for Tuesday,
      July 17, 2012 at 7:00 p.m. to review the town’s zoning map and get it inline with the town’s farmland
      preservation map.


f.)  Cnty Preliminary Consultation Checklist:  Ralph & Shirley Beyer 010-0581-00; CSM (Cert. Survey
      Maps)Knutzen will be contacting the County and  requesting more information regarding the Ralph &
      Shirley Beyer parcel.  No problems with the Matt Lorge preliminary consultation checklist.

      paying Black Creek Rural Fire $3,236.03 for 2% fire dues.  All said aye.  Motion carried.

m.) Review/Approve Harter’s 4-Year Contract for Garbage/Recycling Collection

       Clerk to contact Harters with the following questions regarding the 4- year contract:  get a 5 year
       contract, start collection at 6:30 a.m., cost for large item pickup/which days collected, and page 2
       “Village owned”.

o.)  WisconsinTown’s Assoc. County Unit Meeting—Town of Black Creek Hosting 7/23/12 at 7 p.m.—

MOTION:  Neubert/Rettler to approve Brenda Garvey as an Election Inspector.  All said aye.

q.)  Jeff Waldvogel Trucking, Inc. Disposal Permits for the following Properties Owned by:  Robert
      Schmidt, Jr., Jeff & Doris Waldvogel, and Bob and Dave Dorn
MOTION:  Neubert/Retter to approve
      dairy waste disposal permits for Jeff Waldvogel Trucking, Inc.  All said aye.  Motion carried.

r.)  September 15, 2012 Scrap Metal & Tire Collection Day Approval

s.)  Appoint Planning Commission and Board of Appeals Committee Members for 3-year term
     
Clerk is to call the 1-year term members to see if they would like to continue for another 3-year term.

 

Correspondence taken care of.  
The treasurer's report, receipts, disbursements, checking, and money market accounts for totals have been reviewed.

MOTION:  Neubert/Rettler to accept the Treasurer’s Report, approve and pay the bills and to transfer $12, 700 to pay the bills.  All said aye.  Motion carried.
