Planning Commission Meeting Minutes


Tuesday, July 17, 2012                                                          7:00 p.m.                                                                      Town Hall

The Planning Commission Meeting was called to order at 7:00 p.m.
 
Planning Commission members present:  Merlin Heiden, John Lemke, Norman Steffens, Bill West, and Dan Knutzen (Chairman).  Clerk Karen Herman was also present. 

Town Board present:  Dan Rettler. 

Guests:  Dave Johnson, Assistant Planning Director with Outagamie County and also Jeffrey Sanders, Community Planning & Consulting, LLC. 
 
The agenda was posted according to the open meeting law July 5, 2012 at the 3-posting places.

MOTION:  West/Heiden to accept the planning commission minutes from the February 8, 2012 meeting.  All said aye.  Motion carried.

 

Letter dated 2/15/2012 was received from David K. Kuhn, N6560 County Rd PP, Black Creek stating the following:  Please keep the following parcels in the exclusive agriculture zoning.  Parcel # 010020500 and 010021600.


a.  Getting the Town’s Zoning Map Inline with the Farmland Preservation Map–  
      The Town’s Preliminary Zoning map must be a mirror image with the Counties Farmland Preservation Plan map in order for Mike Hendricks, Planning Director for Outagamie County, to sign off our Town ordinance and zoning map can go to DATCP (Department of Agriculture, Trade, and Consumer Protection) for approval.  Both maps were reviewed and compared.  Exclusive agriculture parcels with less than 10 acres which the landowner has no adjoining parcels were considered for a rezone to general agriculture.  One parcel was listed as a rezone to Commercial while 2 other parcels zoned residential will be taken into consideration for a rezone to exclusive agriculture.  Please see the attached list of identified parcel numbers.  The Clerk will supply this list to Dave Johnson so updated mapping can be created.  The planning commission will reconvene to approve the map changes. 

 

b.  Public Hearing Process– Once the county approves the Town’s Preliminary Zoning map, the new ordinance and map will be sent to DATCP for approval.  Upon the approval the Town will notify the adjoining municipalities, County, and Public and have a public hearing.  Each land owner whose parcel number is listed will receive a letter identifying the zoning change.
    
MOTION:  Lemke/Heiden to approve the amended maps to the Board for preliminary approval prior to DATCP approval.  All said aye.  Motion carried.

 

MOTION:  West/Heiden to adjourn at 9:56 p.m.  All said aye.  Motion carried.
