Planning Commission Meeting Minutes
Tuesday, August 21, 2012 7:00 p.m. Town Hall
The Planning Commission Meeting was called to order at 7:02 p.m.
Planning Commission members present: Merlin Heiden, John Lemke, Norman Steffens, Bill West, and Dan Knutzen (Chairman). Clerk Karen Herman was also present.
Guest: Dave Johnson, Assistant Planning Director with Outagamie County
The agenda was posted according to the open meeting law August 17, 2012 at the 3-posting places.
a. Getting the Town’s Zoning Map identical to the County Farmland Preservation Map
for Town Ordinance approval with DATCP–
Dave Johnson combined the clerks list of parcels which were identified as rezones at the July 17, 2012
Planning Commission meeting and combined with his list from the County. Additional parcels were added
by the County which needed to be reviewed and discussed. The clerk presented multiple zoning
discrepancies to Dave and the Planning Commission in which the zoning for parcels were not accurate.
Each parcel which the Clerk questioned was reviewed. Dave will be updating the complete list of parcels
affected by the two Town rezone hearings and the County plan amendment.
b. Public Hearing Process: Setting the Date/Postings/Publications/Letters–
Town Public Hearing – 9/18/2012—8:00 p.m. (2-week notice)
The Town of Black Creek is having a public hearing to amend the Town’s Zoning Map.
The map needs to match the Outagamie County’s Farmland Preservation Plan to move forward with
the Town’s Working Lands Ordinance.
