Monday, September 23, 2013                          8:00 p.m.                                                 Town Hall

The Public Hearing discussion took place at 8:00 p.m.
 
Planning Commission members present:  Michael Garvey, Lee Lemke, Norman Steffens, William West and Dan Knutzen (Chairman).  Town Board members present:  Tom Neubert, and Dan Rettler.  Clerk Karen Herman was also present.  Guest:  Dave Johnson, Assistant Planning Director with Outagamie County and Jeffrey Sanders with Community Planning and Consulting were also present along with 5 residents/land owners.  Everyone present (15) signed in on the attached sheets.The agenda was posted according to the open meeting law in the ACN/Times Press Newspaper
(Seymour) for 2-weeks, September 2 and September 9, 2013.  The agenda was also posted 8/30/13 at

the 3-posting places and the front door of the town hall building.

The Town of Black Creek is having a public hearing to amend the Town’s Zoning Map.  The map needs to match the Outagamie County’s Farmland Preservation Plan map to move forward with the Town’s Working Lands Ordinance which has been submitted to DATCP (Department of Agriculture, Trade, and Consumer Protection) for their final approval.

               Open discussion.

               The Town of Black Creek must change the zoning of parcels to get our Town’s Zoning Map identical with the
               Counties Farmland Preservation Plan map.  This is a formality with getting the Town’s Zoning Ordinance
               approved with DATCP.  Once the zoning ordinance is certified by DATCP, the parcels will be reviewed and a
               plan amendment process will be done to change back the parcels.  The county will amend the parcels to
               match the town’s zoning.  Until the maps match there are no Farmland Preservation Credits for the Town of
               Black Creek’s land owners.

               public hearing was closed at 8:34 p.m.
