BOARD OF SUPERVISORS MEETING
Monday, February 17, 2014 7:00 p.m. Town Hall
The February 10, 2014 Town Board meeting was rescheduled to February 17, 2014 due to conflict with scheduling.
The Board of Supervisor’s meeting was called to order at 7:09 p.m. Officials present: Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert, Clerk Karen Herman, and Treasurer Jeri Ohman.
The agenda was posted according to the open meeting law on February 13, 2014.
MOTION: Rettler/Neubert to dispense the reading and approve the January 13, 2014 town board meeting and audit hearing minutes as presented. All said aye. Motion carried.
Building Permits:
No new building permits were reported.
a.) Sheriff Department– No one present.
b.) Attend Wisconsin Towns Association (WTA) Board of Review Training –
Recertification for Board of Review is needed for 2014. Knutzen and Rettler will be attending the WTA
District Meeting on March 22, 2014 at Liberty Hall in Kimberly.
c.) Town Hall – Knox box installation – It’s still in the box. Nothing done at this time.
Electrician Needed for Ceiling Lights Issue or Focus on Energy Upgrade – Issue resolved. Take off
agenda until the town hall is remodeled per Knutzen.
d.) Roads –
Weight Limits on Town Roads – Tabled until the next board meeting.
e.) Planning Commission — Zoning Ordinance and Town Official Map Approval // Land Division-
Subdivision Ord. // Response to rezone requests // Town requesting an extension until 12/31/14
for the completion of the town’s zoning ordinance and map certification approval with DATCP–
Jeff Sanders (Community Planning & Consulting) emailed today that additional changes were needed
with the new zoning ordinance. He updated and resubmitted the ordinance to DATCP (Dept. of Trade
and Consumer Protection) today. There are more zoning map parcel changes needed too. Sanders has
contacted OMNNI to update the map with the help of the Outagamie County Planning Department. A
detailed email from DATCP and Sanders outlining the necessary changes were given to each board
supervisor.

Town Ordinance needed for Fire Dept. to bill insurance companies for runs –
Discussion took place. No progress to report.
v) 8/25/2013 Ambulance Run Bills – Jason Vanderwegen $551.50, Todd Jaskolski $628.25 —
Jason Vanderwegen – Ambulance run payment forwarded from attorney for $25. The check was
once again made out to the BC Rescue. The attorney sent Vanderwegen a letter requesting that all
future payments be made out to Herrling Clark Law Firm. Knutzen will have BC Rescue sign the
check over to the Town of Black Creek.
**Have not received the final signed agreement copy for back up assistance with local Fire
Departments.
MOTION: Rettler/Neubert to make a check out to BC Rural Fire Committee for $3,895.79 which the
town received from the property insurance for the fire hall lightning damage. All said aye. Motion
carried.
h.) Board of Review Appeal to Wis. Supreme Court – Frank Sausen – Nothing new to report.
i.) Certified Survey Map (CSM) approvals/Review Preliminary Reports —
None to report.
j.) Reserve Liquor License $10,000 payback fee application – 14K Bar –
Nothing new to report.
k.) Building Inspector Contract expires 4/2014 –
The new contract has been sent to Paul Hermes to sign.
l.) Tire Collection/Scrap Metal Days: Spring-April 12, 2014 and Fall-September 13, 2014–
The spring collection date will be posted in the newspaper and the annual report.
m.) 2014 (Harter’s) Garbage/Recycling CPI Increase to 3% and County Recycling Reimbursement–
The clerk explained that Harter’s officially reported that 2014 will have a CPI rate increase of 3%
according to our contract for garbage and recycling collection.
The clerk explained that Harter’s determines the CPI rate based only on Water and sewer and trash
collection services which is a 3.6% increase for 2014. While Outagamie County Solid Waste, on the
other hands, determines the 2014 rate by the overall CPI increase rate which is 1.5%.
The board was satisfied with the 3% increase for 2014 with Harter’s.
Thank you to Chris Miller, Recycling Coordinator with the Outagamie County Solid Waste Department,
for her knowledge and education with this process.

Treasurer Reported:
— 2012 Brett Robley delinquent personal property taxes are being charged back to each taxing
district
— 2013 delinquent personal property taxes– Nextmedia Outdoor Inc.
The treasurer's report, receipts, disbursements, checking, and money market accounts for totals have been reviewed.
MOTION: Rettler/Neubert to accept the treasurer’s Report, approve and pay the bills and to transfer $475,000.00. All said aye. Motion carried.
Total bills for February: Fox Communities = $474,990.49
