MONTHLY BOARD OF SUPERVISORS MEETING
Monday, July 13, 2015 7:00 p.m. Town Hall
The Board of Supervisor’s meeting was called to order at 7:00 p.m.
Officials present: Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert, Treasurer Jeri Ohman (left after Treasurer’s agenda items were discussed), and Clerk Karen Herman. Deputy Sheriff John Schuette was present and left at 7:06 p.m.
The agenda was posted according to the open meeting law on July 9, 2015.
MOTION: Rettler/Neubert to accept the June 8, 2015 Town Board Meeting Minutes as presented. All said aye. Motion carried. Minutes were not read.
MOTION: Neubert/Rettler to accept the June 8, 2015 Board of Review Meeting Minutes as presented. All said aye. Motion carried. Minutes were not read.
MOTION: Retter/Neubert to accept the June 30, 2015 Hearing and Special Town Board Meeting Minutes for Hermus as presented. All said aye. Motion carried. Minutes were not read.
Building Permit — None
a.) Sheriff Department– County Rd A Burglaries, speed enforcement on Highway 47 July 4th weekend, and
ditch dumping was discussed with Deputy Sheriff John Schuette.
b.) County Preliminary Reports or Certified Survey Map (CSM) approvals: Clerk was contacted by Tom
McClone, surveyor for the Witterholts property, regarding the town board reapproving last year’s CSM.
There are some bearing issues which needed to be adjusted before the county would approve. The
chairman will be contacted by McClone.
C.) Treasurer’s Report on receipts, disbursements, checking, and money market accounts for totals from the
previous month –
d.) Budget Resolution 06-2015 —
The sum of $340 from the Ambulance Runs/Ambulance Exp. budgeted account be transferred to the
budgeted category Miscellaneousto pay the bills.

e.) Clerk Presents Bills and Transfers Money to Pay Bills –MOTION: Rettler/Neubert to accept the Treasurer’s
report, approve the bills, and transfer $24,400.00 to pay the bills. All said aye. Motion carried.

t.) Veterans Grave Care Report Approval –MOTION: Rettler/Neubert approve the Veterans Grave Care
Reimbursement. All said aye. Motion carried. The upkeep and care for each grave is $22.08.
Requested reimbursement is $463.68.
f.) Mike & Cindy Koller Division of Land to Build Home 010-029302 – Knutzen has not contacted the Kollers.
g.) 2% Fire Dues Payment to Black Creek Fire $3,422.70 Approval—
MOTION: Neubert/Rettler to pay $3,422.70 to Black Creek Rural Fire Committee. All said aye.
Motion carried. 2% Fire Dues payment. Copy of paperwork receive with payment will need to be
forward to Black Creek Rural Fire Committee.
h.) Appoint 3-year term: Planning Commission Member and Board of Appeals Member –
MOTION: Rettler/Neubert for Norman Steffens to stay on for a 3-year term. All said aye. Motion carried.
The 3-year term is with the Planning Commission.
Clerk is to verify with Brian Gruendemann and Darrin Stingle to see if they would like to continue as a
Board of Appeals Member.
i.) Town Hall –Board Room Cabinets – Tabled until the next board meeting.
Michael Garvey suggested that the Board get a new supply shed before the fall.
j.) Roads–Status of Culvert on Krueger Rd in Front of Norman Steffen’s Home—Field Tile is Lower than the
Culvert– Work would require digging in the ditch ¼ of a mile. Board feels it’s not cost prohibitive.
Take off agenda.
Cleaning Cross Rd Culvert South of Mike Bissing home on 12 Corners Rd – Land owners are not
concerned of the issue. Take off agenda.
Ballard/Culbertson Rd Culvert – install new culvert with Radtke Contractors Inc. – Issue has not been
discussed with Brian Gruendemann (who works for Radtke).
Culvert Fallen in – Schimmelpfenning Rd Off of County Rd PP by first home – Board is not aware of the
culverts current condition. Tabled until the next board meeting.
Ditch Repair on 12 Corners Rd from Accident – $750 for repairs – Neubert repaired the ditch in 2-3 hours.
Knutzen did not presented the County’s incident ticket, for billing out the repairs, to the board. The
board decided to not charge for the repairs. Take off agenda.
Pot Holes on Town Roads – The County will be smear patching Ballard Rd for the Town of Osborn. Knutzen
will be talking to Randy at the County to do 1 or 2 loads of smear patching for the Town of Black Creek
Purchase New Style of Road Sign Posts vs Old Style and 4×4 stop sign posts –
Board will be purchasing signage and posts for ½ of the town per purchase. The town dividing line will be
12 Corners Rd. The East part of the town pricing includes the following: Lange $2,908.50 (not sure of
freight) and Decker $3,210.90. Discussion took place and tabled until the next board meeting.
Scott Construction, Inc. Projects –Seal Coat Forest Rd – Seal coating not done yet. Tabled until the next
Kropp Rd – Corners need gravel on the shoulder of the curves.
Ott/Mullen/Wolf Rds – Grading needed. Scott Marcks Trucking will be contacted for the grading.
k.) Planning Commission – Creation of Base Farm Tract Map – Tabled until the next board meeting.
Official Zoning Map needed according to approved Ordinance #01-2015 –
Tabled until the next board meeting.
l.) Permits Issued/Approvals/Violations (Building & Misc.) –Bob Schwister -– Culvert Permit –
Work not complete for Schwister. Tabled until the next board meeting.
m.) FIRE/AMBULANCE – PAST DUE FIRE/RESCUE RUNS – Jason Vanderwegen $421.00; Cody Plaster $714.25;
Chelsey Keller $797.50, Tyler Schulz $766.50 – Clerk updated the board regarding Tyler Schulz
collection process received from our town attorney.
Received a $25 payment for Vanderwegen from the Town’s Attorney.
Our town attorney is relocating so we will be switching attorneys in the near future.
Town Ordinanceneeded for Fire Dept. to bill insurance companies for runs – Tabled until the next board
n.) Ryan Rohan – Hwy 54 Recycling Compliance Results –Tabled until the next board meeting.
o.) Set Dates for Open Book and Board of Review — Tabled until the next board meeting.
p.) Steve Neshek—Grave Stones Maintenance within the Town’s Cemetery – Clerk has contacted Neshek to
proceed with the board approved work project.
Fan blower for the air conditional unit has been making loud sounds. Knutzen will be contacting Boucher to take a look at the air conditioning unit.
q.) Pond Permit/Ordinance with Town Regulations – The board was considering banishing the pond permit
for the Town of Black Creek. The Clerk emailed our Town Assessor to get more input. The Clerk reread
the assessor’s email response which was in-favor of having the Town regulations.
MOTION: Knutzen/Rettler to keep the pond permit and raise the fee to $50. All said aye. Motion
r.) Review and Adjust the 2015 Town of Black Creek Fee Schedule – Discussion took place. Building permits
fee changes contact Paul Hermes. Check with the Town of Center to find out what they charge for
renting the pavilion. Tabled until the next board meeting.
s.) 2015 Pavement Ratings are due to WisDOT by 12/15/2015—Knutzen will be contacting the County to
complete the Towns Pavement Ratings. The Clerk requested that we get an excel copy when it is
t.) Veterans Grave Care Report Approval—discussed earlier.
u.) Fall Tire and Scrap Metal Collection Day, Newspaper Notice for 9/19/2015 9:00 a.m. – 4:00 p.m. —
Notice for the newspaper will be a class 1 notice for the Monday before the collection day.
v.) County Unit Meeting – Hortonville 7/20/15 at 7:00 p.m.—The Town of Hortonia will be hosting.
w.) Change the August 10 Regular Monthly Town Board Meeting Date—Not needed.
