Comprehensive Plan Meeting Town Only
Tuesday, October 6, 2015 6:00 p.m. Town Hall of Black Creek
The Town Planning Commission Meeting was called to order at 6:05 p.m.
Six people attended the meeting and signed in. Town Planning Commission members present: Dan Knutzen (Chairman), Norman Steffens, William West, Michael Garvey, and Lee Lemke. Clerk Karen Herman was present.
MOTION: Garvey/West to approve the September 24, 2015 Planning Commission meeting minutes as written. All said aye. Motion carried.
a) Updating Chapter 12 of the Comprehensive Plan— Discussion of the proposed Town Subdivision Ordinance took place. Per Knutzen the main difference from the County Subdivision Ordinance and the proposed Town Subdivision Ordinance would be the conservation subdivision design. Chapter 12 of the Comprehensive Plan has a milestone date for adoption of the Town Subdivision Ordinance in 2016.
Chapter 12 of the Comprehensive Plan was reviewed. Clerk will forward the revisions to Jeff Sanders with Community Planning and Consulting.
b) Reviewing/Updating the Comprehensive Plan Mapping– Current Land Use Map was reviewed. Clerk will forward the changes to Ben Wildenberg.
c) Review the Outagamie County Subdivision Ordinance/Town’s unapproved Land Division Subdivision Ordinance/Town’s Application Forms/Town’s Fee Schedule– The Planning Commission will be discussing at a later time.
d) Ryan Rohan – Hwy 54 Recycling Compliance Results– No Recycling facility can be located in the Town. Discussion took place.
MOTION AND RECOMMENDATION TO THE TOWN BOARD:
MOTION: Garvey/West—Ryan Rohan with Rohan’s Recycling is to stop, cease, and desist his operations which is inconsistent with the Town’s Zoning Ordinance. All said aye. Motion carried.
Next Planning meeting will be 10/20/2015 at 6:00 p.m. here at the Town Hall.
Agenda items: Review the New Subdivision Ordinance and County Subdivision Ordinance; Future Land Use Map; Review Chapter 12 of the Comprehensive Plan; Review Preliminary Consultation List and Certified Survey Map (CSM) for Peotter 010-0001-00
