MONTHLY BOARD OF SUPERVISORS MEETING
Monday, October 12, 2015 7:00 p.m. Town Hall
The Board of Supervisor’s meeting was called to order at 7:11 p.m.
Officials present: Chairman Dan Knutzen, 1stSupervisor Dan Rettler, 2ndSupervisor Tom Neubert, Treasurer
Jeri Ohman (left after the Treasurer items were discussed), and Clerk Karen Herman. Deputy Sheriff Southard was present to discuss town issues and left at 7:28 p.m.
The agenda was posted according to the open meeting law on October 8, 2015.
MOTION: Rettler/Neubert to approve the September 16, 2015 Town Board Monthly Meeting Minutes. All said aye. Motion carried.
Building Permits:
#15 Roger & Bonnie Gore — Garage with Electric
a.) Sheriff Department– Burglaries on County Rd G and in Black Creek were discussed. Deputy Sheriff
Southard stated that homes and vehicles should be locked at night and during the day. Burglaries are
happening even when people are home. Discussion took place regarding the support for the
Outagamie County Sheriff’s Dept. Patrol Headquarters moving closer to Hwy 41.
b.) County Preliminary Reports or Certified Survey Map (CSM) approvals– Peotter’s CSM for parcel number
010-0001-00 will be reviewed by the Planning Commission.
C.) Treasurer’s Report on receipts, disbursements, checking, and money market accounts for totals from the
previous month; financial statements; Bond– MOTION: Rettler/Neubert to accept the Treasurer’s Report,
approve the bills, and to transfer $54,000.00 to pay the bills. All said aye. Motion carried.
MOTION: Rettler/Neubert to reissue check for escrow refund for Krsnich. All said aye. Motion carried.
The Krsnich’s have been contacted and are requesting that the uncashed check #12763, which was
issued on 1/12/2015, be reissued. Check #12990 has been reissued tonight.
Clerk has contacted Rural Mutual to send us the Treasurer’s Bond.
d.) Budget Resolution 09-2015—
FINANCIAL ACCOUNT
The sum of $300.00from the FCCU Money Market Accountbetransferred to the Park and Recreation
Savings account because the “New Home – Park and Recreation Fee” was paid for by Bruce Fischer.
BUDGET ACCOUNT
The sum of $499.00from the 2015 New Equipment Fire Truckbudgeted account betransferred to the
budgeted category Planning/Zoningto pay the bills.
The sum of $112.00from the 2015 New Equipment Fire Truckbudgeted account betransferred to the
budgeted category Road Maintenanceto pay the bills.

e.) Clerk Presents Bills and Transfers Money to Pay Bills. Reissue tax collection refund check to Thomas R &
Debra A Krsnich–Topic taken care above, in agenda item c).
f.) Mike & Cindy Koller Division of Land to Build Home 010-029302– Tabled until next meeting.
g.) Local Road Certification Packet Due 10/10/2015– Knutzen took care of at tonight’s meeting.
h.) Open Book 10/14/2015 9 a.m. – 5 p.m.; Board of Review (BOR) 10/29/15 6 p.m. – 8 p.m.–
Discussion took place. We are all set for Open Book and BOR.
i.) Town Hall –Board Room Cabinets– Tabled until the next board meeting.
Repair Air Conditioning Unit–Air conditioning unit has been repaired. Take off agenda.
New Storage Shed–Knutzen will be contacting RJM (Ryan) for building ideas and cost.
j.) Roads–
Ballard/Culbertson Rd Culvert – install new culvert–Tabled until the next board meeting.
Culvert Fallen in – Schimmelpfenning Rd Off of County Rd PP by First Home– Tabled until the next
board meeting.
Kropp Rd – Gravel on the Shoulder by the Road Curves– Tabled until the next board meeting.
W4820 Krueger Rd – Trees Trimmed in Right of Way– Board will be looking into pricing from Timber Creek
Tree Service.
Pot Holes on Town Roads– Brian Gruendemann filled in a large hole on Ballard Rd.
Purchasing Town Road Name Signs and Posts– 4 x 4 posts were purchased from Seymour Lumber.
**POSTING: Saturday, 10/24/2015 Installing New Rd name signs 8 a.m. until dusk.
k.) Planning Commission – Creation of Base Farm Tract Map– Tabled until the next board meeting.
Official Zoning Map needed according to approved Ordinance #01-2015– Tabled until the next board
meeting.
Future Comprehensive Plan Meetings– Tuesday, October 20, 2015 at 6:00 p.m. here at the Town Hall.
l.) Permits Issued/Approvals/Violations (Building & Misc.)–
Shed Building Permit at N5800 County Rd PP (010-049701) looks like a Cabin— Knutzen will be contacting
our Building Inspector regarding this issue.
Building Permit #15 issued to Roger & Bonnie Gore – Garage with Electric. Clerk will email the permit to
our Building Inspector.
m.) FIRE/AMBULANCE – PAST DUE FIRE/RESCUE RUNS – Jason Vanderwegen $321.00; Cody Plaster $714.25;
Chelsey Keller $797.50; Ann Marks $749.25– Received $25 payment for Vanderwegen from Attorney.
Peter Keberlein – New ambulance run received. Send to attorney for collection and pay BC Rescue
next month.
Town Ordinanceneeded for Fire Dept. to Bill Insurance Companies for Runs– Clerk finished the
ordinance for review. Tabled until the next board meeting.
New Ambulance Runs: David VerVoort $200 and Stephanie Manka $200.
Fire Inspection Reports– Reports were reviewed.
n.) Ryan Rohan – Hwy 54 Recycling Compliance Results–Planning Commission made a motion to contact
the Building Inspector.
o.) Wisconsin Towns Association Annual Convention October 25-27, 2015—Rettler and Neubert plan on
attending. Posting to be done.
p.) Fall Workshops Including Budget and Finance 9/23/2015– Chairman and Clerk attended.
q.) Review and Adjust the 2015 Town of Black Creek Fee Schedule– Will be completing when the budget is
worked on.
r.) 2015 Pavement Ratings are due to WisDOT by 12/15/2015– Bill received from County for completing the
Paser report. No documentation received.
s.) Work on Budget Wed. 10/21/15 at 6:00 p.m.; Budget Hearing 11/11/2015 at 7:00 p.m.—Notices have
been posted.
t.) Fall Tire and Scrap Metal Collection Day 9/19/2015 9:00 a.m. – 4:00 p.m.— There was one dumpster of
scrap metal and one dumpster of tires overall.
u) Ambulance Contract for 2016– MOTION: Rettler/Neubert to approve the Ambulance Contract with
Black Creek Rescue Service for 2016. All said aye. Motion carried. Two originals were signed and one
will be returns to BC Rescue.
v) Resolution #11 to Approve the 2014, Payable 2015 Unused Net New Construction $1,461.00 from Last Year
and Include it with the Payable 2016 Levy–

w) Resolution #10 in Support of the Outagamie County Sheriff’s Dept. Patrol Headquarters to Move in Closer
Proximity to Hwy 41– MOTION: Knutzen/Neubert to support the Outagamie County Sheriff’s Department
Patrol Headquarters to move in closer proximity to Hwy 41. All said aye. Motion carried. Clerk will
forward the resolution to the County Sheriff.
x) Appoint Replacement Board of Appeals Member– Tabled until the next board meeting.
Correspondence taken care of.
