TOWN OF BLACK CREEK–2015 Board of Review Minutes

Thursday, October 29, 2015                               6:00 p.m.                                            Town Hall
The Town of Black Creek’s Board of Review was called to order at 6:00 p.m. on Thursday, October 29, 2015 at the Black Creek Town Hall located at N6051 Twelve Corners Road, Black Creek, Outagamie County, Wisconsin. 

People present:  Justin Schumacher-Town Assessor with Borree Services Inc., Dan Knutzen-Town Chairman, Tom Neubert-#2 Supervisor; William West-Alternate Board of Review (BOR) Member, Karen Herman-Elected Town Clerk. Dan Rettler-Excused. 

Herman recorded the minutes of the meeting. 

Herman swore all the following people in:  (each individual stated their name and address)

 – I do; Dan Knutzen (Chairman), N6214 Wick Rd, Black Creek, WI – I do; Tom Neubert (2ndSupervisor), W5129 Wolf Rd, Black Creek, WI – I do; William West (Alternate BOR Member), N5811 12 Corners Rd, Black Creek, WI – I do; Karen Herman (Elected Town Clerk), N5295 Twelve Corners Rd, Black Creek, WI – I do; 

Nominations for Chairman–
Neubert Nominated Dan Knutzen as Chairman.  There were no other nominations.  The nominations were closed and a unanimous ballet was cast for Knutzen.  All said aye.  0 opposed.  Motion carried.

Karen Herman, is an elected clerk and is a proper member of the BOR.  Knutzen and Herman have completed the training that is a statutory requirement where at least one member of the BOR goes through certified training within 2-years of this meeting. 

The Town had a revaluation this year. 
–The Board of Review Meeting to Adjourn to a Later Date Notice was posted in the newspaper on May 4 and May 11, 2015 as required by law within the 30-day time buy effexor online uk requirement.  The notice was also posted at the three posting places (Clerk’s home, town hall posting board, and the Village Library/Community Center government posting wall board), town internet website (, and also the Town Hall front door on April 30, 2015. 
–The BOR meeting notice was posted in the Newspaper on September 28, 2015 as required by law within the 30-day time requirement.  The notice was posted at the three posting places, town’s website, and Town Hall front door on September 22, 2015. 

The Assessor delivered the Assessment Roll to Dan Rettler (1stSupervisor) and Dan brought the Assessment Roll to the Town Hall on October 9, 2015.  The Board and Clerk reviewed the Assessment Roll. 

Open Book was October 14, 2015 from 9 a.m. – 5 p.m.  The Assessor was present except for a brief lunch break, although state law requires that the Assessor be present for 2 hours.  The level of assessment is estimated at 100.15%.  The Assessor signed the Affiliative in the presence of the Clerk tonight and the Affidavit does state that the assessor mailed the change notices 30 days before this BOR meeting.  The Assessor provided Guides and the Assessment Role Book was available at the Open Book. 

No objections were scheduled for the BOR. 

We waited to see if any members come to the Board of Review.


With no other people attending and/or being scheduled for the Board of Review by 8:00 p.m., a motion was made to adjourn.  MOTION:  Herman/Neubert to adjourn the Board of Review.  All said aye.  Motion carried.

The Board of Review for 2015 was adjourned at 8:01 p.m.
