Planning Commission Meeting Minutes
Wednesday, March 16, 2016 6:00 p.m. Town Hall
The Planning Commission Meeting started at 6:05 p.m.
Seven people attended the meeting and signed in.
Town Planning Commission members present: Dan Knutzen (Chairman), Norman Steffens, William West, Michael Garvey, Lee Lemke, and Karen Herman (Town Clerk) was present.
James Hebert (came at 6:00 p.m. and left at 6:34 p.m.) with Hebert Land Surveying Associates, Inc., representing Tom VanHandel and Ken VanHandel Certified Survey Map (CSM).
MOTION: West/Lemke approved the February 24, 2016 Planning Commission meeting minutes. All said aye. Motion carried.
Agenda Items Taken Out of Sequence:
c) County Preliminary Reports or Certified Survey Map (CSM) Approvals:
–Black Creek Prop. LTD (VanHandel) CSM Parcel #010-067700 – James Hebert was present to represent Tom and Ken VanHandel with the CSM. Hebert mentioned that Tom thought that the Town had right to access the old dump so item numbers #7 and #8 were included on the CSM. (Dump and gravel pit access) The Town of Black Creek does not own this property.
7. Access is to Lot 2 over the existing driveway is granted to the Town of Black Creek
8. The owners will provide an access easement to Lot 1 or Lot 2 in the event of the sale of Lot 1 or
MOTION: West/Lemke to approve the CSM we have tonight but the Town Board will approve the representation of easement. All said aye. Motion carried.
-Lois Volkman CSM Parcel #010-0784-00, 010-894-02, 010-0781-00 – Lois will be submitting a revised CSM, showing that the flagged lot land issue has been resolved, to the Town Board for approval. No map received as of yet.
d) Nick & Linda Vandevoort Property Split and Rezone for Parcel #010-0289-00 –Clerk printed an aerial
map for review. Discussion took place. Knutzen will be contacting the land owner that the Town is
willing to work with a rezone and land division.
a) Reviewing the Pre-Public Hearing Comprehensive Plan – Clerk will email Jeff Sanders the revisions
discussed tonight and noted on 12 pages of the Comprehensive Plan. Jeff is to review the 2/25/16
email sent by the Clerk and to double check that all corrections were made to the Comprehensive
b) Review Application Forms for the Zoning and Subdivision Ordinances – Once the Subdivision and
Land Division Ordinance has been completed then the Planning Commission will review the
Planning wants the Clerk to made revisions to the Zoning Application forms. Knutzen will be
reviewing the Zoning Application forms and submit the revisions to the Clerk.
e) Review the Subdivision Ordinance – Planning reviewed the Land Division and Subdivision Ordinance.
Clerk will email 19 pages of the ordinance with noted revisions.
f) Set Date for Comprehensive Plan Hearing with Village of Black Creek – Wednesday, April 27 or
Wednesday, May 4, 2016, at 7:00 p.m. Clerk will verify these 2 possible dates with Jeff Sanders and
the Village of Black Creek to have the Comprehensive Plan Public Hearing.
The Planning Commission will schedule their next meeting once Jeff Sanders revisions to the Subdivision and Land Division Ordinance are completed.
MOTION: Knutzen/West to adjourn at 8:45 p.m. All said aye. Motion carried.
