Planning Commission Meeting Minutes

Updating the Comprehensive Plan

Monday, September 24, 2015                    6:00 p.m.                                Town Hall of Black Creek

The Town Planning Commission Meeting was called to order at 6:07 p.m. 
Fourteen people attended the meeting and signed in.  Town Planning Commission members present:  Dan Knutzen (Chairman), Norman Steffens, William West, Michael Garvey, and Lee Lemke.  Clerk Karen Herman was present.  Village Planning Commission:  Andy Schmidt, Bruce Stephani, Paul Rettler, Steve Rettler, Andy Gleasen, and Rod Lorenz.  Clerk Rochelle Oskey and Dave Sievert were also present.  Jeff Sanders with Community Planning and Consulting, LLC was leading the discussion tonight. 
 

MOTION:  Garvey/West to approve the September 21, 2015 Planning Commission meeting minutes as written.  All said aye.  Motion carried. 

The agenda for tonight’s meeting was posted according to the open meeting law on September 16, 2015 at the 3-posting places and our town website. 

The Town of Black Creek’s Planning Commission will continue reviewing the Comprehensive Plan.   Jeff reviewed Chapter 11, the goals in Chapter 12, and the Village future land use map. 

Milestone dates need to be manageable with the Planning Commission and Town Board.

The Comprehensive Plan must be consistent with the zoning ordinance, subdivision ordinance and the official map. 

If someone is requesting a rezone and it is not consistent with our Future Land Use map, the request is denied.  If the request is consistent with the Future Land Use map, we can move forward with the request. 

Jeff reviewed the Comprehensive Plan Hearing procedures, notices and adoption procedures.

Village extraterritorial areas, plat review, zoning, annexation, and boundary agreements were discussed.

Both Planning groups are to set a date in early/mid October to complete the Chapter 12 implementation. 

Each municipality will be receiving their Future Land Use map in 1 – 11/2 weeks.

Town of Black Creek’s next Planning Commission meeting will be October 6, 2015 at 6:00 p.m. here at the Town Hall.  Village will be having a separate meeting.   We will be reviewing the new permit applications, the unapproved Town subdivision ordinance, County Subdivision Ordinance, Chapter 12 of the Comprehensive Plan, and Ryan Rohan’s Recycling Issue.
