Planning Commission Meeting Minutes
Comprehensive Plan Meeting Town Only & Other Agenda Items
Thursday, January 28, 2016 6:00 p.m. Town Hall of Black Creek
The Town Planning Commission Meeting started at 6:08 p.m.
Seven people attended the meeting and signed in. Town Planning Commission members present:
Dan Knutzen (Chairman), Norman Steffens, William West, Michael Garvey, Lee Lemke, and Karen Herman (Town Clerk) was present. Jeffrey Sanders with Community Planning and Consulting was also present.
MOTION: Garvey/Lemke to accept the October 20, 2015 Planning Commission meeting minutes as written.
All said aye. Motion carried.
a) Review the following properties, Preliminary Consultation Checklist, and Certified Survey Maps for
approval for the following:
Lois Volkman CSM—Parcel 010-078400, 010-078402, and 010-078100–
MOTION: Garvey/Lemke CSM disapproved as presented because of the flagged lot. All said aye.
Lawrence & Debra Heiting CSM—Parcel 010-037000 and 010-039800–
MOTION: Lemke/West to approve the Heiting CSM with the following condition to be added to the CSM:
that prior of any future sale of Lot 3 or Lot 2, Lot 1 and Lot 2 must be rezoned out of Exclusive Agriculture. All
said aye. Motion carried.
VanHandel Preliminary/CSM— MOTION: Lemke/West tabled until the next meeting until we get more
information as to how Lot 2 will be accessed. All said aye. Motion carried.
Review Thomack Property 010-079401, W3928 Krueger Rd, 4.37 Acres, General Ag.–
An advisory question—can the lot be divided? The road frontage is needed, along with a separate well,
separate septic, and separate everything for a 1 acre parcel split.
b) Review the Comprehensive Plan Revised Chapter Changes– Chapters 9, 10, and 12 were given in advance
for the Planning Commission to discuss tonight. The Comprehensive Plan Updates were not reviewed
tonight. The Planning Commission will be meeting with the Village on February 1, 2016 to review the
Subdivision Ordinance draft review.
c) Review the Subdivision Ordinance– Jeff reviewed the Subdivision Ordinance. Engineer and Planner costs
will need to be discuss and included with the Fee Schedule.
The Base Farm Tract map, multiple layer mapping will need to be approved by the Town Board.
Zoning Ordinance and Subdivision Ordinance application forms will need to be updated.
The Fee Schedule will need to be updated.
MOTION: West/Lemke to adjourn at 8:00 p.m. All said aye. Motion carried.
