MONTHLY BOARD OF SUPERVISORS MEETING
April 14, 2016

The Board of Supervisor’s meeting was called to order at 7:02 p.m.
Officials present: Chairman Dan Knutzen, 1st Supervisor Dan Rettler, 2nd Supervisor Tom Neubert, and Clerk Karen Herman. Treasurer Jeri Ohman was absent. MOTION: Rettler/Neubert to excuse Jeri from the meeting. All said aye. Motion carried.
The following people were present:
Tim Beyer and Cory Geurts (left at 7:48 p.m.); Christine Miller, Outagamie County Recycling Coordinator (left at 7:27 p.m.); Deputy Sheriff John Westphal (came at 7:20 p.m. and left at 7:37 p.m.).
The agenda was posted according to the open meeting law on April 9, 2016.
MOTION: Rettler/Neubert to dispense the reading of the monthly Town Board Meeting Minutes for
March 17, 2016 and approve the minutes. All said aye. Motion carried.

r.) Outagamie County Recycling & Solid Waste Grant Opportunity with Purchasing Carts – Christine Miller was
available to discuss the cost savings grant opportunity with purchasing recycling carts. The cost of a
recycling cart is $50. The grant would be a refund of $7 per cart, one for each household. The town
would own and maintain the carts. Each cart must be at least a 90 gallon cart for this grant. A 95 gallon
size cart was brought here on display tonight. Christine and the cart will be attending our annual meeting
on 4/20.
a.) Sheriff Department– Deputy Sheriff John Westphal was present to discuss town issues. Discussed the
spotted mountain lion on 12 Corners Rd and County Rd B.
— The home at N5655 12 Corners Rd has been torn down. Tim Beyer and Cory Geurts were available to
discuss building 2 new homes on the Beyer property location. One home behind the torn down home
on a 2 acre parcel and the other home would be located between the woods and barn accessing
the newer driveway. This will be discussed at a future Planning Commission meeting. No meeting date
has been scheduled at this time. Clerk informed the Town Assessor that the home was torn down.
b.) Set Date to Audit Books in May – The date has been set for May 9, 2016 at 6:45 p.m.
c.) County Preliminary Reports or Certified Survey Map (CSM) Approvals: Lois Volkman CSM
Parcel #010-0784-00, 010-0781-00 – Lois will be contacted that it would be best to identify the house lot
now on the current CSM, so an additional CSM won’t need to be done in the near future. No original
maps received.
d.) Treasurer’s Report on Receipts, Disbursements, Checking, and Money Market Accounts for Totals from
the Previous Month –
e.) Budget Resolution #4-2016 –
RESERVE ACCOUNTS
The sum of $20,000.00 from the Equipment Fire Truck Reserve account be transferred to the Money Market account to pay Truck Country as a down payment for the chassis for the Town and Village of Black Creek’s new equipment fire truck.

f.) Clerk Presents Bills and Transfers Money to Pay Bills– MOTION: Neubert/Rettler to accept the
Treasurer’s Report, approve the bills, and to transfer $80,400.00 to pay the bills. All said aye. Motion
carried.
AGENDA ITEM TAKEN OUT OF SEQUENCE
m) Down Payment on New Fire Truck (State Trust Fund) Chassis Payment $20,000 to Truck Country,
Madison // Resolution for State Trust Fund – New Fire Equipment Truck will cost $325,536.
MOTION: Rettler/Neubert to finance the truck with the Commissioners of Public Lands for $285,536. All
said aye. Motion carried. The interest rate of 2.5% will go back to the Seymour and Shiocton School
Districts. Clerk to send the BCPL Loan Application Request Form for a Municipal General Obligation
Loan and cover letter to the Board of Commissioners of Public Lands. Clerk will receive a $20,000.00
check payment from the Village and will forward the payment with the Town’s $20,000.00 payment to
Truck Country in Madison. The $40,000.00 is a chassis down payment.
g) Create Razing Ordinance for the Permit – Town Board is no longer pursuing, take off the agenda.
h.) 2016 Free Tire Recycling and Scrap Metal Collection April 16 and September 17 –All set for collection.
i.) Town Hall –RJM Construction Pavilion Plan –Town Board will be discussing at the Annual Meeting.
Annual Meeting Setup and Agenda – Agenda items discussed.
MOTION: Neubert/Rettler to approve the Annual Report as presented. All said aye. Motion carried.
j.) Roads–
Ballard/Culbertson Rd Culvert – Install New Culvert – Brian Gruendemann will be taking care of.
Kropp Rd – Gravel on the Shoulder by the Road Curves – Brian Gruendemann will be taking care of.
Take down Weight Limit Signs on Town Road– Rettler took down the weight limit signs off the town roads
on Friday, April 8.
Crack Sealing Proposal – $10,000 yearly proposal. Crack sealing will work on the roads until the money
runs out. Road work will be done according to this order: Kropp Rd, Burdick Rd/12 Corners Rd, 12
Corners by Kluge/Wolf Rd, Wolf Rd.
Road Name Signs on State Rd – New roads name signs and posts have been completed East of Hwy 47 in
2015. West of Hwy 47 name signs and post will be ordered and placed this year.
–Clerk is to send Tim Roach the Erosion Control application. State/Forest, water sitting; Stretch of Forest Rd,
Stretch of Wick RD & the end of Wick Rd. Included is the plan map, narrative, and application. We will
pay the $100.00 fee will next month’s bills.
— Scott Construction will be chip sealing Kropp Rd
— Received Radtke proposal $24,457.62. Holding off until we get chip sealing pricing. Tabled until next
meeting.
k.) Planning Commission – Creation of Base Farm Tract Map – Not discussed.
Official Zoning Map needed according to approved Ordinance #01-2015 – Not discussed.
Future Comprehensive Plan Meetings/Public Hearing Date; Approve Application Forms for Zoning
Ordinance – Comprehensive Plan Public Hearing on 5/4/16 at 7:00 p.m. with the Village of Black Creek,
located here at the Town Hall.
MOTION: Rettler/Neubert approve the revised zoning application forms but only have a document
header on page 1. All said aye. Motion carried.
l.) Permits Issued/Approvals/Violations (Building & Misc.) –
–Wisc. Technology Networking, LLC – Right of Way Utilization Application, Transport Utility Pole–
120 ft. pole. Clerk is to send our working with the Road Right of Way permit $50 to Wisc. Technology
Networking with a copy of the permit form they sent up.
–Culvert Permit –Brad Steward – Wood Rd (Rettler will give the permit to the Clerk at a later time)

m.) FIRE/AMBULANCE – PAST DUE FIRE/RESCUE RUNS – Jason Vanderwegen $141.00; Chelsey Keller

Received payment for Vanderwegen account. One from 11/2015 and 11/16/2012 which the attorney
previously didn’t forward to us. Today received an additional $50 payment for Vanderwegen.
David VerVoort $200.00; Stephanie Manka $200.00; Peter Keberlein – Clerk requested a response from
the Town Board from a 10/19/15 email sent from our Town Attorney. Clerk will contact Attorney to
contact VerVoort regarding the run issues.
Clerk to forward 2 new ambulance runs for Buelow and Nerious.
Town Ordinanceneeded for Fire Dept. to Bill Insurance Companies for Runs – Tabled until the next board
meeting.

o.) Approve New Property Insurance for BC Fire Building and Town Hall — MOTION: Neubert/Rettler to
withdraw from LGPI Fund as of the new renewal date of 5/1/2016. All said aye. Motion carried.
MOTION: Neubert/Rettler to approve MPIC as our new property insurance provider. All said aye.
Motion carried. Town Hall and Fire Hall buildings and content.
p.) April 5, 2016 Presidential Preference and Nonpartisan Election/Additional Election Responsibilities for
Clerk with the Relier and Provider Agreement with Outagamie County – Clerk may need to take on the
absentee ballot tracking in the SVRS System and Voter Registration system. Discussion took place.
q.) Set Date for Open Book and Board of Review (BOR)
Adjourn BOR to a Later Date
– Clerk reviewed the dates provided by our Town Assessor. Open Book will be from 4pm – 6pm and BOR
from 6pm – 8pm on Thursday, May 19, 2016. Clerk will contact assessor, newspaper and do postings.
Approve Ordinance to Appoint Alternate Members for BOR –
MOTION: Neubert/Rettler to approve the alternates. All said aye. Motion carried. The alternates are
William West, Lee Lemke, Brian Gruendemann, Ben Neubert, and Jeri Ohman.
Approve Ordinance Relating to Confidentiality of Income and Expense Records –
MOTION: Neubert/Rettler to accept penalty provisions relating to confidentiality of Income Expense
Records. All said aye. Motion carried
